Special Session Highlights: Lok Sabha, Rajya Sabha Adjourned Sine Die
The women's reservation bill, named Nari Shakti Vandan Adhiniyam, 2023, was passed in the Lok Sabha on Wednesday.
During the voting process, MPs cast their votes manually, resulting in 454 votes in favor of the bill and two votes against it. The bill was presented by Union Law Minister Arjun Ram Meghwal during the inaugural session of the new Parliament on Tuesday and needed a two-thirds majority to pass.

It will be introduced in the Rajya Sabha today.

After the Rajya Sabha passed the Women's Reservation Bill, Prime Minister Narendra Modi said, "With the passage of the Nari Shakti Vandan Adhiniyam in Parliament, we usher in an era of stronger representation and empowerment for the women of India. This is not merely legislation; it is a tribute to the countless women who have made our nation. India has been enriched by their resilience and contributions.
On the Women's Reservation Bill, Prime Minister Narendra Modi said, "This bill will lead to a new confidence in the people of the country. All members and political parties have played a significant role in empowering women and enhancing 'Nari Shakti'. Let us give the country a strong message."
Speaking on the Women's Reservation Bill, Union Finance Minister Nirmala Sitharaman said, "As far as the implementation of the proposed reservation for women... After the Bill is enacted and after the Bill comes into operation...Whenever the first census takes place and the relevant figures for that census are published, a fresh delimitation exercise shall be undertaken..."
"In women-related matters, BJP do not play any politics. It is an article of faith for the PM and therefore we do everything that we have done whether it is Article 370, triple talaq, or women's reservation bill," says Union Finance minister Nirmala Sitharaman in Rajya Sabha.
On the Women's Reservation Bill, Union Minister G.Kishan Reddy says, "...After the inauguration of the new Parliament building, we wanted to dedicate this building to women...This will be a historical building...To introduce this bill on Ganesh Chaturthi was the government's decision...This is not from the point of view of elections... This is for giving respect to women... What the Congress government was not able to do in 60 years is happening under the leadership of Prime Minister Modi... I would like to congratulate everyone on this..."
On the India-Canada row, Congress MP Shashi Tharoor says, "...We are now seeing a new phenomenon where immigrants to Canada have become Canadian citizens but are not doing anything Canadian politics. They're focusing on how to actually do damage to their country of origin. To my mind, that is a very dangerous development. And, Canada really has to examine its own approach to these people. It's all very well to claim outrage that a citizen has been killed in Canada. In any case, there is, as far as I'm aware, no evidence that any Indian government body had anything to do with it because we know that, unfortunately, this fringe terrorist group has a number of factions... So, my own view is that could have been any other explanation for what happened. In any case, whatever's happening, why their own citizens are allowed with impunity to behave in this manner, threatening the sovereignty, territorial integrity, and good, interests of a friendly country. There's something only the Canadians can answer."
On Women's Reservation Bill, BJP MP Tejasvi Surya says, "The Congress Party thinks that every other political party and every other political leader behaves like the Congress Party's leaders do, with fake intent and duplicity of approach. Women empowerment for the PM Modi government is not an electoral agenda, it is an article of faith. If the Congress Party and its leaders cannot understand the text of the women's reservation bill that was passed yesterday in the Parliament, the Bharti Janta Yuva Morcha would not mind organising programs to make them understand what the bill means, and when it will be implemented."
Former Miss Universe Harnaaz Sandhu speaks on the Women's Reservation Bill, says, "I think women belong to all those places where decisions are being made...It's a great decision. It's a testimony to India's commitment to women-led development. I'm happy that I got to experience being here in the new Parliament building."
On the Women's Reservation Bill, Congress Rajya Sabha MP Deepender Singh Hooda says, "...The BJP's intent in this is not clear... If the intent was women's empowerment, then it should have been implemented immediately... Earlier too, when the Bill was introduced in 2010 or 1979, the BJP opposed it... Today we are trying to pass this in Rajya Sabha with common consensus..."
National Conference Vice President Omar Abdullah says, "As far as I know, to remove any word from the Constitution, there has been no vote in the Lok Sabha or the Rajya Sabha. The BJP has said in justification that because this was a historic function, they gave a historic Constitution to everyone. If this is true then we don't have any issue but if this is a manipulation of the Constitution then it is not right for the nation..."
"...Reservation should be ensured for backward women and minority women. No one knows when it will be implemented because it will be implemented after the census and delimitation. We want women to get the benefit of this as soon as possible. Our demand is that a caste census should also be conducted. PM Modi has come up with a new 'Jumla' through this but there is no reservation for backward classes and minorities and it will be implemented in 2029. OBC people are seeing all this and they know how to get their rights," Bihar Deputy CM Tejashwi Yadav.

On the India-Canada row, Akali Dal President & MP Sukhbir Singh Badal says, " This is a having a huge effect on (India-Canada relations)...Sikhs are being associated with terrorism, a wrong impression is being created, and this needs to stop. The governments of India and Canada should find a solution soon. The relationship between the two countries (India & Canada) needs to be settled at the top level. People of the nation should not suffer because of this. I am writing a letter to the PM because this needs to be settled early. If it goes out of hand, it will affect a lot of Indians especially Sikhs and people of Punjab..."
Union Minister Anupriya Patel says, "I think yesterday was a very historic day. All the parties passed unanimously passed it in Lok Sabha yesterday...There will be positive discussions in Rajya Sabha today and the Bill will be passed there also. Ultimately, this will become a law...When a law is formed, it is natural for questions to rise keeping in mind the diversity of society. The questions on OBC reservation are not wrong or baseless. It is correct..."
On the Women's Reservation Bill, BJP MP Ravi Kishan says, "It was passed with all consensus, yesterday...I am expecting the opposition not to do any mischief there(Rajya Sabha). But yesterday everybody I must say agreed to it peacefully...They (the opposition) believed in the thought of PM Narendra Modi. They all know that what (Narendra)Modi ji says he does...'
"Poori Himmat hai…China pe bhi..Mein charcha karne ke liye taiyaar hun aur seena chauda karke charcha karne ke liye taiyaar hun...," says Defence Minister Rajnath Singh to Congress MP Adhir Ranjan Chowdhury who asks him if he has the courage to discuss China issue in Lok Sabha.
On the women's Reservation Bill Congress MP Karti P Chidambaram says, "It's a symbolic gesture. We have supported it wholeheartedly but that's not going to come into effect immediately. There are two conditions in precedence which need to be fulfilled before it becomes operational. One is the Census...the next Census has to be time-consuming but when the Census happens there will also be demands from anybody for the caste census. So that has to be sorted out... The next is delimitation which is even more complicated because if you start allocating seats according to population the southern states which have implemented population control will be penalised...That will be unacceptable...While it is a good gesture we still have a long way to go before it becomes operational"
