Release of Justice Hema Committee Report on Kerala Film Industry Ordered
The Kerala State Information Commission has mandated the release of the Justice K Hema Committee report, which examines the challenges faced by women in the Malayalam film industry. State Information Commissioner A Abdul Hakkim instructed the State Public Information Officer (SPIO) to distribute the information responsibly, ensuring individual privacy is not compromised.

The committee was established following the 2017 actress assault case involving actor Dileep to investigate sexual harassment and gender inequality in Malayalam cinema. Although the report was completed in 2019, it has not been released due to concerns about sensitive content. The Information Commissioner specified that certain sections, including paragraph 96 on page 49 and paragraphs 165 to 196 from pages 81 to 100, should remain undisclosed.
Government's Response and Future Actions
State Culture Minister Saji Cheriyan stated that the government would review the order and release the report accordingly. He mentioned that while the report does not name individuals, it raises various issues and circumstances. "If anyone feels aggrieved by the committee report, they can approach the court and move legally," Cheriyan said.
The minister also highlighted that several significant issues were discussed in the committee report. He noted that other reports addressing problems in the cinema industry exist and announced plans for a two-day cinema conclave after the monsoon to discuss these matters comprehensively.
Details of the Assault Case
The actress-victim, who has appeared in Tamil, Telugu, and Malayalam films, was allegedly abducted and molested in her car for two hours on February 17, 2017. The accused forced their way into her vehicle and filmed the act to blackmail her. There are ten accused in this case, with Dileep being the eighth accused. He was arrested and later released on bail; the case remains pending.
While providing attested copies of the Justice K Hema Committee report, SPIO must ensure that materials do not lead to identifying individuals referenced or compromising their privacy. The order also requires SPIO to file a compliance report by July 26.
The committee's findings have not led to any legal actions due to existing laws. However, Cheriyan emphasized that many major issues were discussed in the report. The government has considered these issues seriously and plans to address them through a structured discussion platform.
The Justice K Hema Committee's formation aimed to address systemic issues within Malayalam cinema following a high-profile assault case. Despite its completion years ago, its contents have remained under wraps due to their potentially sensitive nature. The recent directive for its partial release marks a significant step towards transparency while balancing privacy concerns.
