From Maritime Security To Digital Cooperation: What PM Modi's Seychelles Visit Achieved

Prime Minister Narendra Modi's visit to Seychelles has significantly strengthened bilateral ties, with both countries announcing a series of initiatives covering defence, maritime security, technology and capacity building. The visit marked an important step in expanding India's strategic footprint in the western Indian Ocean while reaffirming Seychelles' role as a trusted regional partner.

India Revives Military Adviser Deployment

One of the biggest outcomes of the visit was India's decision to once again depute four Military Advisers to Seychelles, restoring an arrangement that had been discontinued under the island nation's previous government.

The advisers will work alongside Seychelles' defence and security institutions to improve operational planning, training, coordination and institutional capabilities. Their return revives a long-standing framework that has historically been central to defence cooperation between the two countries.

The move also reflects the high level of trust between New Delhi and Victoria, reinforcing India's position as Seychelles' preferred security partner in the strategically important western Indian Ocean.

Defence Support Gets A Major Boost

India already plays a significant role in supporting Seychelles' maritime and security infrastructure. More than half of the country's maritime and air assets are either supplied or maintained with Indian assistance, including Dornier aircraft and patrol vessels that form the backbone of its maritime surveillance operations.

During the visit, India handed over a Made-in-India Fast Patrol Vessel, laser radial boats, utility vehicles and ambulances to Seychelles. The new patrol vessel is expected to strengthen surveillance capabilities and enhance maritime security across critical sea routes in the Indian Ocean.

There are substantive outcomes in this Seychelles visit. Key MoUs have been signed. These include an MoU for the implementation of UPI in Seychelles, MoU on Jan Aushadhi and more.

Indian support also extends to coastal surveillance systems, maritime domain awareness and various programmes aimed at improving Seychelles' ability to monitor its vast Exclusive Economic Zone.

Training And Technology Expand Strategic Ties

Apart from supplying equipment, India remains a key partner in developing Seychelles' defence workforce. Nearly 70 per cent of the country's defence training and human resource development is supported by India through military academies and specialised training institutions.

The partnership is also moving beyond conventional security cooperation. Both countries agreed to deepen collaboration in artificial intelligence, cybersecurity and other emerging technologies.

They also expanded cooperation in digital public infrastructure, space and maritime technologies, signalling a broader strategic partnership that goes beyond defence and into future-focused sectors.

Visit Highlights India's Growing Role In The Indian Ocean

Prime Minister Modi's visit carried significant diplomatic importance as well. He became the first Indian Prime Minister to address Seychelles' National Assembly during the visit.

He was also conferred Seychelles' inaugural "Guardian of the Blue Horizon" honour, recognising India's contribution as a development and security partner.

Adding to the symbolism, contingents from the Indian Army and Navy participated in Seychelles' 50th Independence Day celebrations, showcasing the close military relationship between the two nations.

The outcomes of the visit indicate that India has expanded its role beyond development assistance and is now deeply integrated into Seychelles' defence, training and technology ecosystem. As strategic competition in the Indian Ocean continues to grow, the strengthened partnership is expected to play an increasingly important role in regional security and stability.
