Health Minister Nadda Orders Heatwave Units in Govt Hospitals

Amid the soaring temperatures affecting vast areas of India, Union Health Minister JP Nadda has taken proactive measures by instructing the establishment of special heatwave units in all central government hospitals. This directive came during a comprehensive review of the current heatwave conditions and the readiness of healthcare facilities to manage the crisis, conducted alongside senior officials from the health ministry. In response to these directives, an advisory was issued to state health departments, emphasizing the need for heightened preparedness and timely action to mitigate the health impacts of extreme heat.

Nadda Directs Heatwave Unit Setup

The advisory highlights the anticipation of above-normal seasonal maximum temperatures, a trend consistent with recent observations of summer temperatures across the country. It mandates state nodal officers under the National Programme for Climate Change and Human Health to report daily statistics on heatstroke cases and fatalities. Additionally, it requires the submission of data on total fatalities since March 1 and insists on maintaining a digital record of heatstroke cases and deaths, both suspected and confirmed, at both health facility and hospital levels.

Further instructions include conducting thorough investigations into suspected heat-related illness deaths by medical officers or epidemiologists for each case. The advisory also calls for widespread dissemination of the National Action Plan on Heat Related Illnesses across all districts and enhancing the preparedness of health systems to tackle heat-related illnesses effectively.

State and district task forces on climate change and human health are urged to convene meetings to update and approve the heat-health action plan, detailing standard operating procedures for the heatwave season. The importance of circulating early warnings of heatwaves, issued by the India Meteorological Department (IMD) daily after 4 pm, is stressed. These forecasts, projecting the next four days, should be shared with health facilities and vulnerable populations alongside advisories to educate the public on precautionary measures.

The advisory outlines specific directives for health facilities to prepare for prevention and management of severe heat-related illnesses. This includes procuring sufficient quantities of Oral Rehydration Solutions (ORS) packs, essential medicines, intravenous fluids, ice packs, and necessary equipment. Ensuring the availability of drinking water at all health facilities and general cooling appliances in waiting areas and patient treatment zones is emphasized. It also advises on rapid assessment and active cooling of patients with suspected heatstroke following standard protocols.

Coordination with electricity distribution companies is recommended to guarantee uninterrupted power supply to hospitals, ensuring continuous operation of cooling appliances. The advisory suggests adopting measures to reduce indoor heat and promote energy conservation within health facilities. Providing shade in heat-prone regions outside health facilities is also advised.

For outdoor events, organizers are instructed to consult local meteorological centers and avoid scheduling during peak heat times—12 pm to 3 pm—especially on days with active heatwave warnings and high humidity levels. Recommendations include ensuring adequate air circulation, preventing overcrowding, and having medical aid teams available during these events.

This comprehensive approach by the Union Health Minister JP Nadda and subsequent actions by the Ministry aim to significantly mitigate the adverse effects of the ongoing heatwave across India, ensuring that both healthcare facilities and the public are well-prepared to handle the extreme temperatures.
