70 INDIA Bloc Leaders Sign No-Confidence Motion Plea Against Rajya Sabha Speaker Jagdeep Dhankhar
The Opposition INDIA bloc is preparing a no-confidence motion against Rajya Sabha Chairman and Vice President Jagdeep Dhankhar. This action, under Article 67(B) of the Indian Constitution, has already gathered support from 70 MPs across various parties within the bloc. The move highlights growing dissatisfaction with Dhankhar's conduct in the Upper House.
Members of the Congress, Trinamool Congress (TMC), Aam Aadmi Party (AAP), Samajwadi Party (SP), and other INDIA bloc constituents are reportedly united in their decision to move forward with the motion. They have accused Dhankhar of bias towards ruling members, frequently interrupting opposition speeches, and not allowing adequate debate on critical issues.

Allegations of Bias
INDIA bloc MPs have often claimed that the Rajya Sabha Chairman favours ruling party members during contentious discussions. Reports earlier this year suggested that the Opposition was considering a no-confidence motion against him. These concerns were particularly evident during the Budget Session of Parliament.
During this session, opposition MPs expressed frustration over limited opportunities to voice their opinions in the Rajya Sabha. They argued that parliamentary convention required the Leader of the Opposition to be given precedence when speaking. However, they alleged frequent disruptions to Congress President and Leader of the Opposition Mallikarjun Kharge's speeches.
Concerns Over Parliamentary Conduct
A significant grievance was Kharge's microphone being turned off multiple times, which they saw as an attempt to silence him. Additionally, opposition members accused Dhankhar of making personal remarks against them, violating parliamentary rules.
Citing Rule 238(2) of the Rajya Sabha, which prohibits personal charges while speaking, opposition MPs emphasised that this rule applies to everyone, including the Chairman. They believe Dhankhar's actions contravene these guidelines.
The INDIA bloc's decision to proceed with a no-confidence motion underscores their dissatisfaction with how proceedings are managed in the Rajya Sabha. The situation reflects broader tensions between ruling and opposition parties within India's political landscape.
