Karur Stampede: Timeline — How A TVK Rally Turned Deadly, What Followed

On 27 September 2025, a political rally organised by actor-turned-politician Vijay's party, the Tamilaga Vettri Kazhagam (TVK), in Veluswamypuram on the Karur-Erode highway turned into one of the deadliest crowd crushes in recent Indian political campaigning. At least 41 people died and scores were injured after a prolonged delay and subsequent surge of people near the stage and broadcast vans. The tragedy set off a sequence of local, state and national actions - court directions, commissions, arrests and, finally, a Supreme Court-ordered CBI probe.

How the TVK tour began

Vijay's statewide campaign tour began on 13 September 2025. In Trichy and other early events there were chaotic scenes - attendees climbed walls and pushed barriers - and media and police noted crowd management concerns.

The Madras High Court had already reminded Vijay and TVK leadership of their responsibility to ensure safety at mass meetings: during hearings in mid-September the court asked the leader to take a personal role in crowd control and explicitly said organisers should discourage vulnerable groups - including pregnant women, the elderly, children and the differently abled - from attending large public meetings for their own safety. Police in several cities had also imposed strict conditions on TVK rallies (time limits, limits on following vehicles, medical and water arrangements).

27 September - the Karur rally and the crush (what happened)

Early/afternoon - Thousands gathered at Veluswamypuram well before the advertised programme time. Estimates of the crowd vary: authorised permission was about 10,000 people but eyewitnesses and some media put actual attendance far higher as supporters converged from surrounding areas. It is said that 25,000-30,000 people were present on the tragic evening.

Vijay's arrival was significantly delayed (several hours in some accounts). When his convoy eventually approached the venue, sections of the crowd surged forward to catch a glimpse of him.

Multiple independent surges were reported - some triggered when people tried to see him, others when sound or spotlight issues made it hard to follow his speech, and a later surge occurred as people chased the departing bus. The crush intensified near a shed that housed a generator and a television broadcast van; that bottleneck and the absence of adequate buffer zones and exit pathways converted pushing into a lethal crowd crush. Ambulances and emergency access were quickly hampered by congestion.

September 27, 2025 - Day of the Tragedy

9:30 AM: Vijay landed at Tiruchy International Airport. He was scheduled to reach Namakkal by 8:30 AM but was already delayed by about six hours.

10:00 AM - 5:00 PM: His convoy moved slowly through multiple towns-Nochiyam, Ayyampalayam, Musiri, and Thottiyam-where supporters flooded the roads to see him, further delaying his journey.

12:00 PM: The official TVK social media handles announced that Vijay would arrive in Karur by noon. Crowds began gathering at the venue by 11 AM despite permission for the event being from 3 PM to 10 PM.

3:00 PM - 6:30 PM: The crowd at Velusamypuram, near Karur-Erode Highway, grew massive as supporters waited in the sun, without food or water, for several hours.

7:30 PM: Vijay finally arrived at the venue-over seven hours late-and began addressing the crowd from atop his campaign bus.

7:35 PM: Multiple people fainted as the crowd surged forward to see him. Vijay paused mid-speech and appealed for police help after noticing a child missing and people collapsing.

7:40 PM: The crowd crush intensified near the barricades and extended toward a nearby drainage channel, where several bodies were later recovered.

8:00 PM onwards: Emergency services arrived, and ambulances transported the injured to Karur Government Hospital. Forty-one were confirmed dead, including nine children.

In a matter of an hour, Karur had witnessed one of its deadliest incidents in a decade.

Vijay, shocked over the unexpected incident, visited the hospital but left for Chennai without talking to the press. Even till today, he has not appeared before the media.

Immediate official response

Compensation: Tamil Nadu Chief Minister M. K. Stalin announced ₹10 lakh ex-gratia to the families of each deceased and ₹1 lakh for the injured; the state later reported total aid disbursals and said it would prepare Standard Operating Procedures (SOPs) for crowd control at political events. TVK separately announced ₹20 lakh for families of each deceased and ₹2 lakh for the injured (Vijay/TVK's pledge).

One-member commission: The Tamil Nadu government set up a one-member commission headed by retired Madras High Court judge Justice Aruna Jagadeesan to inquire into the incident and submit findings. The state police also began investigations and filed FIRs against several TVK functionaries.

Investigations, arrests and the Madras High Court direction

FIRs and arrests: Karur police registered cases naming key TVK organisers and district functionaries; charges ranged from negligent conduct to culpable homicide in some reports. Several party officers were detained or arrested as the criminal probe advanced.

Madras High Court: In the aftermath, the Madras High Court took a stern view of the events - criticising TVK conduct in some hearings and directing the creation of a Special Investigation Team (SIT) in one order; the court also flagged earlier warnings it had given about the conduct of mass meetings and crowd control and emphasised accountability. Petitions were filed seeking suspension of future TVK rallies until safety measures were in place.

What happened next - state commission put on hold and the Supreme Court steps in

State commission and SIT: The Justice Aruna Jagadeesan one-member commission and the state-constituted SIT began work and visited the site; they were asked to gather facts and submit findings.

Supreme Court intervention: Petitions reached the Supreme Court challenging aspects of the handling of the probe and the territorial jurisdiction of the Madras High Court's direction. On 13 October 2025 the Supreme Court issued an interim order that transferred the investigation to the Central Bureau of Investigation (CBI), calling the incident one that had "shaken the national conscience" and saying citizens were entitled to a fair and impartial probe.

The Court suspended the state one-man commission and the SIT and directed that the FIR registered at Karur Town police station be handed over to the CBI. The apex court also set up a three-member supervisory committee, headed by retired Supreme Court judge Justice Ajay Rastogi, to monitor the CBI investigation and asked that the panel include two senior IPS officers (from outside Tamil Nadu cadre) to assist. The CBI was ordered to file monthly progress reports to the committee.

Supreme Court's reasons and interim directions

In oral observations and interim orders the Court underlined that the scale of loss and the rights-related dimensions (right to life, safety of citizens at public events) justified a centralised investigation. The Court emphasised transparent, impartial inquiry and monitoring by an independent judicially led committee; it also made interim directions on custody and on which local probe steps should be stayed while the CBI takes over. (The CBI was asked to place senior officers on the probe immediately.)

Vijay's response after the Supreme Court order

After the Supreme Court handed the case to the CBI, Vijay said he welcomed the move and hoped "justice will prevail," noting that a central probe was something his party had sought in some of its petitions. TVK leaders publicly committed to cooperating with investigators; at the same time TVK accused political forces of attempting to politicise the tragedy.

Meanwhile, some victims' relatives and civil-society voices demanded not only prosecution where appropriate but also concrete steps to prevent repeat disasters - better SOPs, clearer police-organiser protocols and mandatory crowd-management standards.

The Karur tragedy is now the subject of a central investigation supervised by retired judiciary and senior police officers after courts concluded that an independent, impartial probe is necessary to protect citizens' rights and to restore public confidence.
