Starting September 13, e-Khatha Mandatory for BDA Property Registrations

Starting Friday, September 13, property registration within the Bangalore Development Authority (BDA) jurisdiction will require an e-khatha. This new rule aims to curb transactions in unauthorised layouts and safeguard buyers' interests. The e-khatha, which includes an asset identification number, must be used for all transactions on the Kaveri-2 software of the Department of Stamps and Registration.

Mandatory e-Khatha for All Transactions

Revenue Department sources confirmed that sellers must obtain the e-khatha to complete property transactions and register them in the buyer's name. "The seller must obtain the e-khatha to complete the transaction and register the property in the buyer's name. This will ensure the buyer's interests are protected, and instances of fraud will be significantly reduced, as the e-khatha will verify the authenticity of the documents," a source explained.

The requirement applies to both BDA-developed properties and private layouts approved by BDA within its jurisdiction. Developers working on new projects or forming new layouts must comply with these legal requirements to secure plan approval and subsequently obtain an e-khatha.

Impact on Unauthorised Layouts

Unauthorised layouts will face significant challenges as transactions and registrations cannot proceed without an e-khatha. This measure is expected to reduce fraudulent activities by ensuring that only authorised properties can be registered.

The mandatory use of e-khathas is not entirely new; it has already been implemented for property registration under the Rural Development and Panchayat Raj Department's jurisdiction and for agricultural land registration under the Bhoomi system. Now, this requirement is being extended to properties within BDA limits.

Future Extensions

In future phases, this mandate will also apply to properties under the Bruhat Bengaluru Mahanagara Palike (BBMP). Currently, about 45 wards have implemented e-khathas. Once this process is completed across all wards, BBMP properties will also require an e-khatha for registration.
