e-Khata System Helps BBMP Identify Duplicate Property Entries in Bengaluru
In a significant move towards digital governance, the Bruhat Bengaluru Mahanagara Palike (BB) has embraced a novel e-Khata system, designed to streamline property record management in Bengaluru. This system, which is entirely online, contactless, and faceless, aims to simplify the process of managing and accessing property records.
However, the transition has uncovered an unexpected challenge: the duplication of several property records, a legacy issue from the manual property registers previously in use. Property owners, upon using the platform at www.bbmpeAasthi.karnataka.gov.in to search for their records, were startled to discover multiple entries for the same property, despite the digital format. These duplications arose during the scanning and uploading process, meant to digitize the records.

One property owner from Kengeri, Murali Krishna, shared his experience with the system. Initially struggling to find his property details by name, Krishna eventually located the necessary information. However, when he later used the property's assessment number to refine his search, he found two drafts for his property under two different identification numbers. This discrepancy was not an isolated incident; many others encountered similar issues, leading to a surge in inquiries to the BBMP helpline. The confusion stemmed from a unique predicament faced during the migration of property details from the City Municipal Council to the BBMP, where properties were inadvertently entered into the system twice.
Digital Transition Reveals Duplication Dilemma
BBMP's Special Commissioner (Revenue) Munish Moudgil addressed the concerns, explaining that the manual records' dual entries were for various reasons. The introduction of the e-Khata system has illuminated these discrepancies. Moudgil reassured property owners that there is no need for alarm. The system is designed to ensure that only one final e-Khata per property will receive approval. This decision will be facilitated by the property's sale deed, a crucial document in the approval process. Once a final e-Khata is issued for a property, the system will not approve another e-Khata for any duplicate drafts of the same property. To date, over 48,000 final e-Khatas have been issued, signaling a significant milestone in the digitization effort.
The initiative to digitize property records through the e-Khata system reflects BBMP's commitment to leveraging technology to improve urban governance. Despite the initial hiccup with duplicate records, the online platform promises a more efficient and transparent process for property management. This digital leap is part of a broader effort to modernize the city's administrative functions, enhancing convenience for property owners and streamlining bureaucratic procedures for the BBMP. As the system evolves, it is expected to significantly reduce paperwork, eliminate errors, and provide a more accessible and user-friendly interface for Bengaluru's residents.
