Hajj 2026: Saudi Tightens Makkah Access, Pauses Umrah Entry and Expands Nusuk Verification

Saudi Arabia has introduced tighter controls for Hajj 2026, limiting access to Makkah and pausing Umrah-linked entry. The measures come as officials prepare for large crowds and increased security checks. Authorities said entry rules will apply for the Hajj season period, with enforcement on key roads into the holy city.

From April 13, only people with valid Hajj permits can enter Makkah. Entry is also allowed for those with approved work permits. Residency documents linked to Makkah also qualify. Officials said other visa holders will be refused entry. This includes tourists and Umrah pilgrims during the restriction window.

The Ministry of Interior said the move is meant to "protect the safety of pilgrims and ensure smooth movement within the holy sites." Checkpoints have been strengthened on main routes into Makkah. The Ministry of Hajj and Umrah coordinated the plan with security agencies. The goal is to block unauthorised entry before peak days.

Saudi Arabia has also expanded digital checks to confirm pilgrim status. Officials use tools such as the Nusuk app for verification. The system helps detect unauthorised attempts to access Makkah. Authorities warned that breaches can bring fines and deportation. Future entry bans are also possible for serious violations.

Hajj 2026: Makkah Access Tightened

As Hajj operations ramp up, Saudi Arabia has suspended Umrah permits and set deadlines. Officials said the dates manage the shift from Umrah to Hajj logistics. Umrah visa holders cannot rely on a valid visa alone. Staying in Makkah without a Hajj permit will not be allowed after the deadlines.

After April 18, Umrah visa holders will no longer be allowed to enter the Kingdom. Officials are expected to clear Umrah pilgrims from the holy cities. This is to make space for full Hajj operations. Authorities stressed that Makkah access during this period depends on permit status.

Hajj 2026 arrivals, visas, and Nusuk processing

Saudi Arabia started issuing Hajj visas on February 8, 2026. Officials expect the first batch of pilgrims from April 18. Arrivals will continue in staggered phases. Hundreds of thousands of applications have been processed through Nusuk. The platform is used to book packages and secure permits.

Final Hajj 2026 numbers have not been announced by officials. Early signs suggest crowds may match or exceed recent levels. In 2025, more than 1.8 million people took part. A senior official said phased arrivals and early visas aim to "eliminate last-minute congestion and improve the overall pilgrim experience from arrival to departure."

Saudi authorities said Umrah travel will stay suspended until after Hajj ends, expected in June. Officials advised travellers to follow official schedules and use authorised booking channels. Tourist or visit visas are not meant for Hajj access. Authorities repeated that breaches can trigger heavy fines, deportation, and long-term entry bans.
