Mumbai Metro 3: MMRCL Tightens Rules For Construction Along Colaba-Bandra-Seepz Line—What You Need To Know
The Mumbai Metro Rail Corporation Limited (MMRCL) has issued a public notice instructing developers, housing societies, landlords, and plot owners to obtain no objection certificates (NOCs) before starting any construction work along the Colaba-Bandra-Seepz stretch of the Mumbai Metro 3 corridor, as reported by Times Now. The notice highlights the importance of gaining MMRCL's approval for any work within 100 metres of the two metro tunnels located in this section.
According to Ashwini Bhide, Managing Director of MMRCL, obtaining an NOC is a routine procedure, and the corporation has already granted more than 200 NOCs to date. However, it is difficult to estimate the total number of properties that may require NOCs, as redevelopment may involve merging multiple land parcels based on local regulations.

The two metro tunnels, each with an approximate diameter of 6.35 metres, are located 20-22 metres apart and are positioned 17-25 metres underground. The notice further states that this measure is necessary to prevent any potential damage to the metro tunnels or structures as a result of nearby construction work. Therefore, any development or redevelopment projects within the 100-metre influence zone must secure MMRCL's approval before proceeding.
For those who have already obtained NOCs, the notice emphasizes the need to implement special safety measures to avoid accidents outside construction sites. An MMRCL official also stated that all project proponents must adhere to operational safety standards to minimize risks associated with construction activities. These safety conditions apply to both new projects and those that have previously received NOCs.
