Holi 2025: Want To Avoid Penalties? Mumbai Police Rolls Out Key Restrictions – Read To Stay Safe

To ensure public peace and safety during the upcoming Holi, Dhulivandan, and Rang Panchami celebrations, the Mumbai Police have issued a set of restrictions, according to a Times Now report. These rules will be in effect from March 12 to 18.

The order, issued by Akbar Pathan, Deputy Commissioner of Police (Operations), includes several key measures aimed at maintaining order and preventing disturbance during the festivities.

1. Obscene Public Utterances: The use of obscene words, slogans, or songs in public spaces is strictly prohibited. This includes any verbal expression that could disturb public peace or offend the public's sense of decency.

2. Offensive Gestures and Symbols: Any display of offensive gestures, or the use of symbols, pictures, or placards that may harm public decency, morality, or dignity, is banned. The authorities have stressed that these actions could lead to legal consequences.

3. Spraying Coloured Water on Pedestrians: Throwing or spraying coloured water, dyes, or powder on people walking on the streets is not allowed. The police have specifically highlighted this point to prevent inconvenience and ensure safety for pedestrians during the celebrations.

4. Throwing Water Balloons: The preparation and throwing of water balloons, whether coloured or not, is also prohibited. This rule aims to prevent potential injuries or disruptions during the festive period.

Violators of these restrictions, or those assisting others in doing so, will face legal action under Section 135 of the Maharashtra Police Act, 1951.

Additionally, the Mumbai Police have advised the public to exercise caution when using water-filled balloons and coloured powders. They recommend using eco-friendly colours and ensuring that water used is clean to prevent health hazards. The public is also urged to respect personal boundaries and avoid engaging in activities that could lead to disputes or discomfort among community members.

To further ensure safety during the festivities, the police will conduct regular patrols in public areas, especially near popular celebration spots, public transport hubs, and residential neighborhoods. Special attention will be given to preventing drink-and-drive incidents, with checkpoints established at various locations to deter and penalize offenders.
