Union Budget 2022-23: Aiming to Boost MSMEs and Emphasise Technology Integration

The Union Budget for 2022-23, to be presented by Finance Minister Nirmala Sitharaman on February 1, aims to boost public consumption. The Micro, Small, and Medium Enterprises (MSME) sector is seeking increased attention. Technological advancement is crucial now, especially as digitalisation gains traction during the pandemic. Technology could greatly aid this financially strained sector.

In the previous budget, there was a reduction in funding for tech-related initiatives. The allocation for Technology Upgradation and Quality Certification schemes dropped from Rs. 683.91 crore to Rs. 330.31 crore. This decline highlights the need for the government to prioritise this area in the upcoming budget.

Vidit Aatrey, Founder & CEO of Meesho, emphasised the importance of integrating offline MSMEs with online distribution. He stated, "A singular focus on augmenting offline MSMEs with online distribution could be a game-changing economic transformation opportunity, not just for the MSMEs, but also for India." This integration could level the playing field for both offline and online sellers.

The Ministry of Micro, Small & Medium Enterprises reported that the budget allocation for MSMEs in FY 2021-22 more than doubled to Rs. 15,700 crore from Rs. 7,572 crore in 2020-21. Additionally, a Rs. 10,000 crore corpus was established to guarantee borrowings, providing significant relief to the sector.

Industry experts anticipate greater financial support and focus in the upcoming budget for 2022-23. The provisions for previously announced Atma Nirbhar schemes, such as the Credit Guarantee Scheme for Subordinate Debt to MSMEs and Fund of Funds, aim to offer essential financial assistance and accessibility.

The government's attention towards these schemes is crucial as they provide much-needed financial support to MSMEs. Ensuring a balanced approach between offline and online platforms can significantly impact economic growth.
