Minister of State (Independent Charge) for Social Welfare Aseem Arun announced that the pilot phase will begin on February 25.

The initial rollout will take place in Hardoi, Ghaziabad and Kannauj. Arun also held an online meeting with the District Magistrates of the three districts to prepare the implementation plan.

Through the application, MLAs will be able to directly inform officials about public welfare works and officers will be required to resolve them within the administrative framework.

Monitoring, Data Tracking and Accountability

The government says the initiative will "balance officials' working style with respect for elected representatives." Legislators had raised the issue of unanswered calls strongly in the Assembly, prompting the administration to act.

The system will securely store call data and enable technical monitoring. It will also provide real time information about an officer's duty status, leave or training.

Arrangements When Officers Are on Leave

If an officer is on leave, the command centre will immediately share the contact number of the officer holding additional charge with the concerned MLA. Representatives will then be able to communicate instructions related to local development work, and the responsible officer will be required to act on them.

With the Samvad Setu app, the state government is attempting to institutionalise responsiveness within the bureaucracy while ensuring elected representatives remain connected to the administrative machinery at all times.
