Chief Minister Yogi Adityanath on Tuesday reviewed the action plan for 'Viksit Uttar Pradesh @2047', stressing that the document should not remain a mere vision statement but serve as a practical roadmap for the state's long-term transformation. CM Says Vision Document Must Be Action-Oriented
Reviewing the roadmap, the Chief Minister said, "This document is not merely a vision, but a clear roadmap for Uttar Pradesh's economic, social and structural transformation."
He instructed officials to ensure that the document is not treated as a theoretical framework. Instead, it should be divided into sector-specific missions, with clearly identified targets for 2030, 2036 and 2047, backed by practical and implementable action plans.
He further directed that all departments prepare department-wise and inter-sectoral plans in line with quarterly and annual targets. These plans, he said, must clearly define responsibilities, expected outcomes and coordination mechanisms.
Over 98 Lakh Public Suggestions to Be Analysed
The Chief Minister emphasised that the roadmap should be broad-based and participatory. He asked officials to examine more than 98 lakh public suggestions received from across the state, along with inputs from experts, industry organisations and other stakeholders.
Based on these suggestions, he directed the government to quickly issue sector-wise short-term, medium-term and long-term action plans.
Yogi said the final vision document must be practical, result-oriented and time-bound, so that it leads to measurable progress instead of remaining limited to policy intent.
District-Level Plans and Real-Time Dashboard Monitoring
To ensure the roadmap is implemented effectively at the grassroots, the Chief Minister directed that the state-level vision should be translated into plans at the district, city and panchayat levels.
He instructed officials to prepare 'District Vision 2047' documents so that development strategies can be customised according to local needs and available resources.
He also called for constant monitoring of major projects so that development outcomes are visible on the ground. For this, he directed the creation of a real-time dashboard-based review system to regularly track progress and enable timely course correction wherever necessary.
UP Targets $6 Trillion Economy by 2047
During the review meeting, officials said Uttar Pradesh has set a target of becoming a $6 trillion economy by 2047.
As part of the long-term roadmap, the state has also set intermediate milestones:
- $1 trillion economy by 2030
- $2 trillion economy by 2036
Officials said achieving this goal would require an estimated annual growth rate of around 16 per cent.
At present, Uttar Pradesh's economy is valued at around $356 billion, and the state contributes more than 9 per cent to India's GDP.
Focus on Manufacturing, MSMEs and Digital Growth
The Chief Minister said Uttar Pradesh must ensure balanced and high-productivity growth across the agriculture, industry and services sectors.
He said the state should be developed into a technology-driven, export-oriented and globally competitive manufacturing hub. Officials informed the meeting that MSMEs contribute 46 per cent to the state's manufacturing gross value added, highlighting their central role in industrial growth.
Calling the services sector and digital economy key engines of future growth, Yogi directed faster expansion in areas such as:
- Information Technology (IT)
- IT-enabled services (ITES)
- Artificial Intelligence (AI)
- Tourism
- Innovation-led sectors
Officials also noted that Uttar Pradesh's urbanisation rate is projected to exceed 60 per cent by 2047, which is expected to further accelerate economic activity.
Governance and Infrastructure to Drive Growth
The Chief Minister said the broader development plan should rest on strong foundations of good governance, law and order, digital public services and robust infrastructure.
He directed officials to strengthen connectivity further through:
- Expressways
- Airports
- Logistics networks
- Industrial corridors
According to the Chief Minister, stronger connectivity will help the state attract greater investment and create more employment opportunities in the coming years.
