CM Yogi Acts on PM-CM Housing Scheme Negligence, Sitapur Officer Loses Financial Powers

Sitapur district faces scrutiny over slow PM-CM housing scheme progress, with 875 Pradhan Mantri Awas Yojana Rural and 1902 Mukhya Mantri Awas Yojana Rural units incomplete. The disciplinary process targets project leadership and seeks timely delivery of homes for low-income families.

Uttar Pradesh authorities moved against negligence in the PM-CM housing scheme after serious delays surfaced in Sitapur. The Gramya Vikas Ayukt office withdrew all financial powers of project director Anil Kumar Chaudhary. Officials said the action targeted both slow work and refusal to follow government directions on Prime Minister and Chief Minister rural housing schemes.

According to officials, this strict step under the PM-CM housing scheme highlighted the state government’s focus on the 'Sabko Awas’ commitment. The case from Sitapur was treated as an example for other districts. The order also linked administrative accountability with timely delivery of houses to poor rural families waiting for permanent shelter.

PM-CM housing scheme negligence and delayed rural houses

The trigger for the PM-CM housing scheme action was a report sent by the then Sitapur Chief Development Officer on 30 August 2025. The report flagged extremely slow construction of sanctioned houses. It stated that many units under Pradhan Mantri Awas Yojana (Rural) and Mukhya Mantri Awas Yojana (Rural) had missed deadlines despite repeated instructions from higher authorities.

Data from Sitapur showed the scale of the pending work under the PM-CM housing scheme and pointed to concerns over planning and monitoring. Officials linked the backlog to gaps in supervision at district level. Poor families, cleared for benefits, continued to wait for houses even after the construction period officially ended.

PM-CM housing scheme inquiry and disciplinary process

The Sitapur report under the PM-CM housing scheme mentioned 875 incomplete houses under Pradhan Mantri Awas Yojana (Rural). These units were stuck at different construction stages. It also described Mukhya Mantri Awas Yojana (Rural) performance as worse, with 1902 sanctioned homes still unfinished after the set completion date had passed.

Department records showed that project director Anil Kumar Chaudhary had been asked twice to explain the delays under the PM-CM housing scheme. The rural development department sought written replies on 06 September 2025 and again on 11 November 2025. Each notice gave seven days for a response and warned of disciplinary action for silence.

Officials said Anil Kumar Chaudhary did not submit any reply to either notice regarding the PM-CM housing scheme. Senior officers treated this as refusal to cooperate with the inquiry. The order stated that this behaviour amounted to gross negligence and arbitrariness. On 09 December 2025, the department issued instructions freezing all financial powers of the project director.

The Gramya Vikas Ayukt office underlined that "laxity" in implementing welfare schemes directly hit poor households expecting government support. The order on the PM-CM housing scheme stressed that delays at any level would not be accepted. It also mentioned plans for a detailed inquiry so that future housing projects for low-income families in Uttar Pradesh were completed within set timelines.
