US Expresses Disappointment Over Switzerland's Partial Adoption of EU Sanctions Against Russia
The United States has expressed dissatisfaction with Switzerland's decision not to fully implement the latest European Union sanctions against Russia. These sanctions are in response to Russia's ongoing conflict in Ukraine, which began in February 2022. The US ambassador to Switzerland, Scott Miller, hopes that Switzerland will address a "loophole" allowing foreign subsidiaries to bypass these sanctions.

"It is essential we target sanctions circumvention to dent Russia the finances and materiel it needs to continue its brutal war. None of our companies should be complicit," Miller stated. This highlights the importance of closing gaps that allow Russian access to resources needed for its military efforts.
Sanctions and Economic Impact
Switzerland's Federal Council announced it would adopt most measures from the EU's latest sanctions package. Although not an EU member, Switzerland has generally aligned with EU sanctions against Russia to hinder its war capabilities. However, the council's decision not to fully embrace all aspects of the 14th sanctions package was termed "disappointing" by Miller.
Many developed nations have tried to restrict Russia's access to Western finance, markets, and technology while limiting imports of Russian goods. Despite these efforts, the impact on Russia's economy has been limited. Major developing countries like China, India, Turkiye, and Brazil continue significant trade with Russia.
Swiss Sanctions and Legal Framework
Switzerland has implemented stricter controls in areas such as intellectual property, trade secrets, industrial know-how, financial messaging services, natural gas, and Russian helium exports. However, it did not join EU restrictions on patent applications and other intellectual property from Russian companies. The Swiss government stated there were no violations of intellectual property rights by Russia against Swiss firms.
The EU's latest measures urge businesses within the bloc to ensure foreign subsidiaries do not undermine sanctions. Switzerland claims its existing sanctions laws already permit prosecution of companies circumventing sanctions through subsidiaries. Consequently, the Swiss council opted not to adopt this specific EU measure in its current form.
Current Sanctions List
Currently, around 2,250 individuals, companies, and organisations in Switzerland are on the sanctions list related to the Ukraine situation. This list mirrors that of the EU. Meanwhile, some Russian natural gas continues to flow into the European Union via Ukraine.
The Swiss government's decision reflects a balance between aligning with EU measures and maintaining its legal framework. The ongoing international efforts aim to pressure Russia economically while addressing legal and diplomatic considerations.
