US Alleges Russian Disinformation Campaign Targeting Upcoming Election

The Biden administration has accused Russia of a comprehensive effort to influence the US presidential election. This includes spreading disinformation and using unwitting American influencers to propagate propaganda on Russian state media. The US government has responded with sanctions against leaders of RT, a state media organisation, and imposed visa restrictions.

US Government's Response

Intelligence agencies have previously charged Russia with using disinformation to interfere in elections. The anticipated announcement from Attorney General Merrick Garland is expected to highlight the depth of US concerns and signal legal actions against those involved. Garland and other law enforcement leaders are set to speak briefly at the opening of a Justice Department election threats task force meeting.

Deputy Attorney General Lisa Monaco recently stated that Russia poses the primary threat to the election. She noted that Iran also raised alarms this summer with a hack of Donald Trump’s campaign and an attempted breach of the Biden-Harris campaign. "Russian President Vladimir Putin and his proxies are using increasingly sophisticated techniques in their interference operations," she said. "They’re targeting specific voter demographics and swing-state voters to manipulate election outcomes."

Disinformation Campaigns

Much concern centres on cyberattacks and disinformation campaigns aimed at influencing the November vote. Tactics include using state media like RT to promote anti-US messages, as well as networks of fake websites and social media accounts that amplify these claims. These networks often focus on polarising political topics such as immigration, crime, or international conflicts.

In many instances, Americans may not realise that the content they encounter online either originated from or was amplified by the Kremlin. "Russia is taking a whole-of-government approach to influence the election including the presidential race," an official from the Office of the Director of National Intelligence said during a summer briefing. The official spoke anonymously under briefing rules.

Outsourcing Propaganda

Groups linked to the Kremlin are increasingly hiring marketing and communications firms within Russia to create digital propaganda while covering their tracks. Two such firms were targeted by new US sanctions announced in March for creating fake websites and social media profiles to spread Kremlin disinformation.

The ultimate goal is for Americans to spread Russian disinformation without questioning its origin. Officials noted that people are more likely to trust and share information they believe comes from domestic sources. Fake websites mimicking US news outlets and AI-generated social media profiles are among the methods used.

Messages left with the Russian Embassy were not immediately returned.

The Biden administration's actions underscore the seriousness with which it views foreign interference in US elections. By imposing sanctions and visa restrictions, it aims to curb these efforts and protect the integrity of the electoral process.
