UN Chief Urges EU to Uphold International Law Equally in Gaza, Ukraine

In a significant appeal during the EU summit in Brussels on March 22, UN Secretary-General Antonio Guterres called on European Union leaders to uphold the same standards of respect for international law in Gaza as they do in Ukraine. Amidst the backdrop of escalating conflict and humanitarian crises, Guterres emphasized the importance of protecting civilians and adhering to international humanitarian law consistently across different global conflicts.

With the situation in Gaza reaching critical levels, where a UN food agency has highlighted the imminent threat of famine, particularly in northern Gaza, the urgency for international intervention has never been more apparent. Israel's potential ground offensive in Rafah exacerbates concerns, as thousands have sought refuge there from ongoing hostilities. The EU's stance on the Israel-Palestine conflict has been under scrutiny, especially following the devastating Hamas attack on southern Israel on October 7, which revealed deep divisions within the bloc.

The death toll in Gaza nearing 32,000 has prompted more countries to advocate for a ceasefire. This contrasts with the EU's unified support for Ukraine against Russia's aggression, highlighting perceived double standards in the bloc's foreign policy. Irish Prime Minister Leo Varadkar criticized Europe's response to the crisis in Palestine, suggesting it undermines efforts to defend Ukraine and noting that many countries view Europe's actions as indicative of double standards.

Belgian Prime Minister Alexander De Croo described the dire conditions in Gaza, where people are resorting to eating grass amidst famine threats. He called for Europe to take a leadership role and demand an immediate ceasefire and the release of hostages. The EU summit concluded with a call for an "immediate humanitarian pause leading to a sustainable ceasefire," acknowledging the unprecedented loss of civilian lives and the critical humanitarian situation.

The conflict has displaced 80% of Gaza's population, with UN officials reporting that a quarter of its 2.3 million residents are facing starvation. The surprise attack by Palestinian militants on October 7, which triggered the current war, resulted in approximately 1,200 deaths and 250 abductions. Concerns are mounting over an imminent Israeli ground offensive against Hamas in Rafah, which could further endanger civilians.

Israeli Prime Minister Benjamin Netanyahu has stated that achieving "total victory" over Hamas necessitates action in Rafah. However, EU leaders have urged Israel to refrain from such an operation, warning it would exacerbate the humanitarian crisis. German Chancellor Olaf Scholz expressed opposition to a major offensive in Rafah during his recent visit to Israel, advocating for a cease-fire linked to the release of all hostages and the handover of remains.

EU foreign policy chief Josep Borrell lamented the situation in Gaza as "the failure of humanity," attributing it not to natural disasters but to bombing. His statement underscores the gravity of the conflict and the urgent need for a resolution that prioritizes human lives and international law.
