Ukraines Science Sector in Ruins, Needs Billions for Revival

UNESCOs report reveals the devastating impact of the ongoing war on Ukraines scientific infrastructure, with over a billion dollars needed for reconstruction. The conflict has damaged or destroyed numerous facilities, depleted funding, and displaced scientists, jeopardizing the countrys scientific advancements.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) has released a report highlighting the devastating impact of Russia's war on Ukraine's scientific infrastructure. According to the report, more than 1,443 scientific facilities, primarily associated with the country's universities, have been damaged or destroyed, along with 750 pieces of crucial technical equipment, most of which are beyond repair.

Significant Losses and Disruption

The ongoing conflict, now in its third year, has severely depleted the science sector's funding and dispersed Ukraine's scientific community. Many scientists have been displaced within the country, while others have sought refuge in exile. This disruption poses significant challenges to Ukraine's scientific research and development capabilities.

Particular Concern: Institute for Safety Problems of Nuclear Power Plants

The report expresses particular concern regarding the situation at the Institute for Safety Problems of Nuclear Power Plants, located near the Russia-occupied Zaporizhzhia Nuclear Power Plant in southeastern Ukraine. Essential equipment for monitoring the nuclear industry has been stolen or destroyed, posing a safety threat not only to the region but also beyond its borders.

Ukraine's Renowned Scientific Contributions

Before the war, Ukraine was internationally recognized for its substantial contributions in various scientific fields, including computer science, nuclear physics, and astronomy. The loss of scientific infrastructure and expertise represents a significant setback for the country's scientific community and its ability to contribute to global advancements.

Urgent Call for Support

UNESCO Director-General Audrey Azoulay emphasized the importance of protecting and supporting scientific research in Ukraine. She stressed that scientists, engineers, and other experts will play a vital role in the country's recovery efforts.

Cost of Rebuilding Scientific Infrastructure

The report estimates that restoring the damaged or destroyed scientific facilities will require more than $1.21 billion. Universities, which have sustained the most significant damage, account for $980.5 million of this cost. An additional $45.9 million is needed to replace essential research equipment.

Displacement and Exile of Scientists

Since the start of the war, approximately 10,429 scientists working in the public research sector have been internally displaced or forced into exile. Germany and Poland host the largest number of these displaced scientists, with 5,542 having fled the country. Before the war, Ukraine employed a total of 88,629 scientists.

Cultural and Tourism Sector Losses

In a related development, UNESCO previously estimated that Ukraine's interconnected culture and tourism sector has lost over $19 billion in revenue due to the war. The fighting has damaged 341 cultural sites across the country, including landmarks in Kyiv, Lviv, and Odesa.

Rebuilding Cultural Sites and Tourism Industry

According to UNESCO's estimates, Ukraine will require nearly $9 billion over the next decade to rebuild its cultural sites and revive the tourism industry following Russia's invasion and ongoing war.
