Resolution for Cessation of Hostilities

Guterres' appeal comes ahead of an expected vote by the UN Security Council on a British-drafted resolution calling for an immediate cessation of hostilities ahead of Ramadan. The draft resolution expresses grave concern over the spreading violence and the deteriorating humanitarian situation, including severe food insecurity, particularly in Darfur.

Conflict in Sudan

Sudan has been embroiled in chaos since April 2022, when tensions between the military led by General Abdel Fattah Burhan and the paramilitary Rapid Support Forces commanded by Mohammed Hamdan Dagalo erupted into street battles in the capital, Khartoum. The fighting spread to other parts of the country, particularly in the western Darfur region, where the Arab-dominated Rapid Support Forces launched brutal attacks on ethnic African civilians.

Darfur: A History of Violence

Two decades ago, Darfur gained notoriety for genocide and war crimes committed by the notorious Janjaweed Arab militias against populations identifying as Central or East African. The International Criminal Court's prosecutor, Karim Khan, has indicated that there are grounds to believe both sides in the current conflict are committing possible war crimes, crimes against humanity, or genocide in Darfur.

Escalating Conflict and Humanitarian Crisis

Guterres highlighted the renewed military offensives, growing fears of expanding hostilities in the east, calls for arming civilians, and the involvement of armed groups in western Darfur and South Kordofan. He warned that these developments could lead to further fragmentation of the country, deepening intra- and inter-communal tensions, and increased ethnic violence.

The conflict has resulted in colossal humanitarian consequences. Half of Sudan's population, approximately 25 million people, requires life-saving assistance, with 18 million facing acute food insecurity. Reports indicate that children are dying from malnutrition. Sudan also faces the world's worst internal displacement crisis, with 6.3 million people seeking safety within the country.

Systematic Sexual Violence

Guterres expressed concern over reports of systematic sexual violence, including rape and gang rape, as well as abduction and trafficking for sexual exploitation.

Call for Action

With Ramadan expected to begin soon, the UN is pushing for a Security Council vote on a Ramadan cease-fire resolution. Britain's deputy UN ambassador, James Kariuki, emphasized the responsibility of the Sudanese Armed Forces and Rapid Support Forces for the dire situation in Sudan. He urged the government to allow humanitarian aid deliveries from neighboring Chad to Darfur and for both sides to permit deliveries across conflict lines.

Kariuki stressed that the military leadership should not determine Sudan's political future and called for a civilian transitional government that respects the basic human rights of the Sudanese people.
