Friction Emerges as South Africa's DA Challenges ANC in Court Over Election Speech
South Africa's Democratic Alliance (DA) has taken legal action against the African National Congress (ANC) over a speech by President Cyril Ramaphosa. The DA claims the speech, delivered in May, was used for election campaigning, which they argue is an abuse of office. The court papers were filed before the DA entered into a coalition with the ANC but decided to proceed with the case.

The DA has requested the Electoral Court to deduct 1% of the ANC's votes from the May 29 national election. Additionally, they seek fines of $10,900 for Ramaphosa and $5,450 for his party. The DA argues that Ramaphosa's address, given three days before the election, improperly highlighted ANC successes during its 30-year rule.
Coalition Government Dynamics
The ANC lost its long-held majority in the recent election, securing only 40% of the vote. This outcome forced the party to form a coalition government for the first time in South Africa's history. The DA, which received 21% of the vote, is now part of this coalition despite being a former critic of the ANC.
The coalition is referred to as a government of national unity and includes seven parties represented in Ramaphosa's Cabinet. This new political landscape marks a significant shift since the end of apartheid in 1994 when the ANC began its rule.
Legal Dispute Over Election Speech
The ANC has dismissed the DA's legal action as "frivolous and unwarranted." They argue that Ramaphosa was adhering to constitutional duties when he made his speech. The DA contends that election rules prohibit him from engaging in party politics while speaking as president.
Ramaphosa delivered his speech as head of state but included remarks on ANC achievements. The DA believes this constitutes electioneering and violates electoral regulations. The ANC maintains that the president was within his rights to discuss government successes.
Historical Election Results
This election marked a turning point in South Africa's democracy, with more voters choosing parties other than the ANC. The once-dominant party led by Nelson Mandela saw its influence wane as it failed to secure a majority.
The left-leaning ANC and centrist DA are now key players in the coalition government. Despite their ideological differences and history of opposition, they have managed to project unity since forming the coalition last month.
The court case highlights early tensions between these new coalition partners. It remains to be seen how this legal battle will impact their working relationship moving forward.
