Revoking Nuclear Test Ban Ratification

Hours before the drills, the upper house of the Russian parliament revoked the ratification of the global nuclear test ban treaty. Moscow claims this move is necessary to establish parity with the United States, which has signed but not ratified the treaty. The bill to end ratification will now be sent to Putin for final approval, following its approval by the lower house last week.

Putin Oversees Drills via Video Call

During the drills, Putin directed the exercise via video call with top military officials. Russia's Minister of Defense, Sergei Shoigu, stated that the purpose of the drills was to practice "dealing a massive nuclear strike with strategic offensive forces in response to a nuclear strike by the enemy." While similar drills are held annually, Shoigu's pointed comments highlight the escalating tensions between Russia and the West over the conflict in Ukraine.

Concerns of Resuming Nuclear Tests

The vote to rescind the Comprehensive Nuclear Test Ban Treaty (CTBT) in the Russian Parliament raises concerns that Russia may move to resume nuclear tests. Such a move would be seen as an attempt to deter the West from providing military support to Ukraine. Many Russian hawks have expressed their support for the resumption of tests, arguing that they are necessary to maintain parity with other nuclear powers. However, Putin has not yet formed an opinion on the matter.

Russia's Position on Strategic Stability Dialogue

Despite the heightened tensions, Russia's Deputy Foreign Minister Sergei Ryabkov stated that Moscow will continue to respect the nuclear test ban and will only resume tests if the United States does so first. Ryabkov also revealed that Russia has received U.S. proposals to resume a dialogue on strategic stability and arms control issues. However, Moscow does not consider it possible to engage in such dialogue given the current political environment. Ryabkov emphasized that Russia will not return to the previous format of strategic stability talks until the U.S. revises its hostile policies towards Russia.
