Prime Minister Narendra Modi's upcoming visit to Russia on July 8 and Austria on July 9 is being viewed as a significant move to bolster India's energy security and to acquire advanced clean and green technologies.

Private dinners have been arranged for PM Modi with Russian President Vladimir Putin and Austrian Chancellor Karl Nehammer, respectively, to facilitate in-depth discussions on these crucial topics.

PM Modi is scheduled to be physically conferred with the Order of St. Andrew the Apostle the First, Russia's highest state decoration, during his visit to Moscow. This event, to be held at President Putin's private residence, underscores the importance of the trip, as reported by Hindustan Times.

The discussions are expected to focus on enhancing India's energy ties with Russia, particularly as Europe faces higher energy costs due to the ongoing Ukraine conflict. Routes for energy evacuation from Russia, including the Arctic route, and increased investment in the Russian energy sector will be key topics.

A crucial part of the dialogue between PM Modi and President Putin will be the Ukraine war, which continues to destabilize global markets and security. PM Modi, who has firsthand insights from G-7 leaders on the Ukraine issue, plans to impress upon President Putin the need for a peaceful resolution and to encourage a return to negotiations.

The strong personal rapport between the two leaders, characterized by mutual respect, is expected to facilitate these discussions. Additionally, PM Modi aims to urge President Putin to cease the recruitment of Indians for the conflict in Ukraine and to explore further collaboration in space and nuclear energy, as reported by Hindustan Times.

India's plans include activating Kudankulam Reactors III and IV with Russian assistance within the next two years, and commencing work on Reactors V and VI for the 6000 MW plant. Support from Russia is also being sought for the Gaganyaan space mission, which aims to send Indian astronauts into space, as well as for future space station and moon landing projects.

Following the visit to the Rosatom exhibition in Moscow, where Russian nuclear technology will be showcased, PM Modi will travel to Vienna for a private dialogue with Austrian Chancellor Karl Nehammer. This visit marks the first time an Indian Prime Minister has visited Vienna since 1983.

Despite this, Austria has a long-standing historical connection with India, notably through the Indologist Joseph Tieffenhaler, whose travelogue was cited in the Supreme Court's judgement on the Ayodhya Ramjanambhoomi case, as per media reports. In Vienna, discussions will focus on the Ukraine war, as both India and Austria, a non-NATO EU member, are positioned to contribute to resolving the conflict.

The dialogue will also cover Austria's significant role in Indian infrastructure projects, such as tunneling through challenging terrains, and its leadership in clean and green technologies, including converting used cooking oil into green fuel. The Vienna visit, while highlighting technological cooperation, will also emphasize the role of centrist powers in conflict resolution and global stability.
