Mexico's Sheinbaum Announces Cabinet, Includes Known Figures

Mexico's incoming president, Claudia Sheinbaum, has revealed her cabinet picks, sparking disappointment due to the inclusion of familiar faces. Rosa Icela Rodríguez, who led the outgoing president's security strategy, will be the next interior secretary. This role involves managing negotiations with protesters and state governors. Sheinbaum will assume office on October 1.

Sheinbaums Cabinet Picks Stir Debate

Omar García Harfuch, previously Mexico City police chief under Sheinbaum's mayoral tenure, was named head of the Public Safety Department. Although credited with reducing homicides in the capital, his figures are contested. He gained respect after surviving a 2020 drug cartel ambush that left him injured and three others dead.

Continuity in Key Positions

Sheinbaum has promised to transfer control of the National Guard from the Public Safety Department to the Army. García Harfuch will mainly oversee prisons when he takes over. Rodríguez's appointment surprised many due to her lack of campaign experience and poor public speaking skills. Traditionally, experienced political figures have held this position.

Rodríguez is closely linked with López Obrador's "hugs not bullets" strategy, which avoids confronting drug cartels and militarizes law enforcement. Despite this approach, López Obrador failed to reduce Mexico's high murder rates during his term.

Old Faces in New Roles

Sheinbaum belongs to López Obrador's Morena party and has vowed to continue his policies. In June, she asked López Obrador's Treasury Secretary, Rogelio Ramírez de la O, to remain in his role. This position is akin to a finance minister, overseeing spending and budgets.

Of the top four cabinet positions, only García Harfuch is new to federal government roles. In June, Sheinbaum appointed Juan Ramón de la Fuente as her foreign affairs secretary. De la Fuente, 72, is a former academic and served as Mexico's UN ambassador under López Obrador.

Expectations vs Reality

There were hopes that Sheinbaum would break from López Obrador's pattern of selecting loyalists over experts for cabinet roles. Known for her data-driven approach, Sheinbaum did appoint Luz Elena González as the next energy secretary in June. However, this role is less significant compared to the head of Petroleos Mexicanos, the state-owned oil company.

The defense secretary position remains unannounced. Historically, Mexico's army has never had a civilian in this role. Typically, top generals provide a list of acceptable candidates for the incoming president to choose from.

Sheinbaum has allowed several officials from López Obrador's administration to stay on in her cabinet. This continuity suggests she intends to maintain many of his policies despite initial hopes for a fresh approach.

The appointments reflect a blend of continuity and change within Mexico's political landscape as Sheinbaum prepares to take office.
