India Criticises UN Human Rights Chief's 'Unfounded' Remarks on Kashmir and Manipur
India has criticised the comments made by the UN's human rights chief, Volker Turk, regarding Kashmir and Manipur. The Indian government described these remarks as "unfounded and baseless." Delhi expressed concerns over the generalised nature of Turk's statements and accused him of selectively highlighting certain situations.

Permanent Representative of India to the United Nations in Geneva, Ambassador Arindam Bagchi, responded strongly to Turk's global update at the 58th session of the Human Rights Council. Bagchi emphasised that India, as the world's largest democracy, remains a vibrant and pluralistic society. He stated that the comments made by Turk do not reflect the ground realities in India.
India's Response to UN Remarks
Bagchi highlighted that India's people have consistently disproven such misplaced concerns. He urged for a better understanding of India's diverse and open civilizational ethos. According to Bagchi, this ethos continues to define India's robust civic space, which is often lively and diverse.
The Indian envoy pointed out that Turk's reference to Jammu and Kashmir as simply "Kashmir" was inaccurate. Bagchi noted that this year has been significant for Jammu and Kashmir due to improved peace and progress. He mentioned high voter turnout in provincial elections, increased tourism, and rapid development in the region.
Concerns Over Generalisations
Bagchi expressed concern over the global update's oversimplification of complex issues. He criticised its use of sweeping remarks, loose terminology, and selective focus on certain situations. Bagchi suggested that the Office of the High Commissioner should reflect on these issues to address them effectively.
In his global update, Turk called for increased efforts to tackle violence and displacement in Manipur through dialogue, peacebuilding, and human rights initiatives. He also voiced concern over restrictive laws and harassment against human rights defenders and journalists in Kashmir.
Focus on Democracy
Turk acknowledged India's democracy and institutions as its greatest strengths, supporting its diversity and development. He stressed that democracy requires ongoing nurturing of participation and inclusion across all societal levels.
The global update covered various conflicts worldwide but omitted any mention of Pakistan. It included references to situations in Ukraine, Gaza, Bangladesh, Afghanistan, and the US.
India's response underscores its commitment to maintaining its democratic values while addressing international concerns about human rights within its borders.
