India Russia State Visit 2025: Defence, Trade And Energy Talks On Cards

India is preparing for President Vladimir Putin’s state India–Russia visit on December 4–5, which will be Putin's first trip to India since Russia began its special military operation in Ukraine in February 2022. The visit includes a bilateral summit with Prime Minister Narendra Modi, a business forum address, and a ceremonial programme in New Delhi.

The state visit coincides with 25 years of the India–Russia Strategic Partnership and will be the 23rd bilateral summit between the two countries. Officials expect a wide package of agreements, covering trade, health, agriculture, media cooperation, and cultural exchange, reflecting attempts to steady ties despite ongoing global tensions over Ukraine.

Key agreements for the India Russia visit

During the India–Russia visit, both sides are expected to sign several MoUs aimed at easing trade and investment flows. Sources indicate that New Delhi and Moscow want to update frameworks across multiple sectors, while also addressing operational issues that have emerged since Western sanctions hit Russia after the Ukraine conflict.

Economic planners in both capitals are watching the India–Russia visit closely because of a growing trade imbalance. Ahead of the trip, the Kremlin stated that Russia is prepared to address India's concern over the large bilateral trade deficit, signalling that commercial issues will feature alongside security and diplomatic discussions.

Defence focus of the India Russia visit

Defence cooperation will be a central theme during the India–Russia visit, with attention on BrahMos missiles and other joint projects. India and Russia are expected to discuss advanced versions of the BrahMos supersonic cruise missile, including lighter, air-launched variants and longer-range models designed for deeper strike roles.

Talks are likely to highlight the BrahMos NG, which is planned as a compact missile that can be fitted across much of the Indian Air Force fleet and hit targets beyond 400 km. Officials also expect conversation on extended-range BrahMos variants, with ranges several times greater than current systems in service.

According to defence officials, these missile talks fit into a larger agenda on joint technologies, including hypersonic weapon research and long-range air-to-air missiles. India is similarly expected to move ahead with the purchase of 280 additional missiles for the S-400 air-defence system, which has been used effectively against Pakistani targets in recent operations.

Strategic trade and energy goals in the India Russia visit

Beyond defence, the India–Russia visit is likely to push cooperation in nuclear and energy fields. Russian officials have indicated that small modular nuclear reactors could be discussed, along with steady energy supplies for India. Moscow has also proposed building special mechanisms that shield bilateral trade from pressure exerted by third countries.

These proposed mechanisms aim to make payments more predictable, despite sanctions and currency constraints affecting Russia-linked transactions. Both sides are exploring options that maintain trade volumes without breaching international rules, while also ensuring Indian importers and Russian suppliers face fewer delays and costs.

Ceremonial and business schedule of the India Russia visit

Putin is scheduled to arrive in New Delhi on the evening of December 4, when Prime Minister Narendra Modi will host a private dinner at the official residence. Formal events begin on December 5 with a ceremonial welcome at Rashtrapati Bhavan, including a tri-service guard of honour reflecting the defence-heavy agenda.

After the welcome, Putin will go to Rajghat to lay floral tributes, before heading to Hyderabad House for the main bilateral summit with Modi. Major announcements and the signing of MoUs are expected after their talks, followed by media statements from both leaders outlining outcomes and future goals.

In the afternoon on December 5, Modi and Putin will jointly address the India–Russia Business Forum at Bharat Mandapam. That event will spotlight trade and investment prospects, with emphasis on sectors like energy, infrastructure, and high technology, and is aimed at connecting major Indian and Russian corporations.

President Droupadi Murmu will host a state banquet in Putin's honour at Rashtrapati Bhavan on the evening of December 5. After about 30 hours in India, the Russian leader is expected to depart later that night, closing a tightly scheduled India–Russia visit focused on security, commerce, and long-term strategic planning.

BrahMos, which India and Russia jointly developed, has become a key symbol of their defence cooperation and was deployed during Operation Sindoor. The Navy and other services have expanded BrahMos deployments recently, while India has started exporting the system, beginning with the Philippines and exploring further sales across Southeast Asia.
