USD 10M Bond Set for Venezuelan Man in Houston Girl's Murder Case

A second undocumented Venezuelan man, Johan Jose Martinez-Rangel, 22, has been ordered to be held on a USD 10 million bond. He is one of two men charged with capital murder in the death of 12-year-old Jocelyn Nungaray. The other accused is Franklin Jose Peña Ramos, 26.

Evidence and Court Proceedings

During a court hearing, State District Judge Josh Hill set the bond for Martinez-Rangel. Prosecutors presented evidence found on Martinez-Rangel's cellphone, suggesting he was attempting to flee the country after police began searching for him following Jocelyn's death. Mario Madrid, Martinez-Rangel's court-appointed attorney, did not respond to an email seeking comment.

Details of the Crime

Jocelyn Nungaray's body was discovered on June 17 in a shallow creek. Police reported that she had sneaked out of her home the previous night. The medical examiner confirmed that she had been strangled to death. Prosecutors allege that the men removed her pants, tied her up, and killed her before disposing of her body in the bayou.

Immigration Status and Arrests

Both men are Venezuelan nationals who entered the United States illegally in March. According to a statement from the US Department of Immigration and Customs Enforcement, they were arrested by US Border Patrol and later released with orders to appear in court at a future date. Now, both Peña and Martinez-Rangel are under immigration holds by federal authorities, ensuring they remain in custody even if they could post bond.

Funeral Arrangements

Jocelyn Nungaray's funeral is scheduled for Thursday in Houston. The tragic incident has left the community in mourning as they prepare to say their final goodbyes.

During a separate court hearing on Monday, Judge Hill also ordered that Peña be held on a USD 10 million bond. Authorities believe both men were involved in Jocelyn's disappearance while she was walking to a convenience store.

The case has drawn significant attention due to the brutal nature of the crime and the suspects' immigration status. The community continues to grapple with the loss of young Jocelyn as legal proceedings move forward.
