Explained: How Will The Launch Of India’s RuPay In The Maldives Impact Bilateral Relations?

India's RuPay service is set to be launched soon in the Maldives, though an official date has not yet been announced. A senior minister in the Mohamed Muizzu-led government has indicated that this move "will bolster the Maldivian Rufiyaa."

This development is occurring amid strained bilateral relations between India and the Maldives. Efforts to mend these relations have been underway since tensions flared up in January of this year.

Launch of India's RuPay in the Maldives

The improvement in ties is evident. The Maldivian minister of economic development and trade, Mohamed Saeed, recently discussed the introduction of India's RuPay service in the Maldives. This was mentioned in the context of India and China's agreement to use local currencies for bilateral trade, as reported by PTI.

Saeed, speaking to state-run PSM News, expressed that the "upcoming launch of India's RuPay service is anticipated to further bolster the Maldivian rufiyaa (MVR)." RuPay, a global card payment network, was launched by the National Payments Corporation of India (NPCI). According to PTI, Saeed stated that the card will be used for rupee-denominated transactions within the Maldives.

A thaw in relations was noticeable when Maldivian foreign minister Moosa Zameer visited India from May 8-10. During this official trip, India announced the extension of a $50 million Treasury Bill for another year through the State Bank of India, providing crucial budgetary support to the Maldivian government.

Zameer, extending his gratitude to External Affairs Minister Dr S. Jaishankar, expressed on X, "I thank EAM @DrSJaishankar and the Government of India for extending vital budgetary support to the Maldives with the rollover of $50 million Treasury Bill. This is a true gesture of goodwill which signifies the longstanding friendship between Maldives and India."

India-Maldives Relations: An Evolving Partnership

Improving Bilateral Ties

Economic Collaboration

Amid previously strained relations, efforts are being made to mend ties between India and the Maldives. Maldivian Minister of Economic Development and Trade, Mohamed Saeed, recently discussed the introduction of India's RuPay service while noting the agreement between India and China to use local currencies in bilateral trade. Saeed emphasized that the RuPay service is anticipated to strengthen the Maldivian Rufiyaa, as reported by First Post.

Financial Support

A significant gesture in improving relations was seen when Maldivian Foreign Minister Moosa Zameer visited India from May 8-10. During this visit, India announced the rollover of a $50 million Treasury Bill for another year through the State Bank of India, providing crucial budgetary support to the Maldives government.

Mutual Interests and Sensitivity

During Zameer's visit, Indian External Affairs Minister S. Jaishankar highlighted that India's relations with the Maldives are based on mutual interests and reciprocal sensitivity. He stated, "The world is today passing through a volatile and uncertain period. In such times, as we saw during COVID, natural disasters, and economic difficulties, close partnerships with neighbors are of great value. It is in our common interest that we reach an understanding on how best we take our relationship forward."

A Reflective Partnership

Reflecting on his meeting with Jaishankar, Zameer stated, "We reflected on our long history of bilateral partnership shared by mutual respect and understanding." Zameer was the first high-level official from the Maldives to visit India since President Mohamed Muizzu assumed office last November, as per media reports.

Key Developments

Essential Exports and Food Security

In April, India permitted limited exports of essential items like sugar, wheat, rice, and onions to the Maldives, despite New Delhi's restrictions on shipments of these commodities to control domestic prices. The Indian government announced that these exports to the Maldives in the 2024-2025 financial year would be exempt from any existing or future restrictions.

Tourism and Diplomatic Incidents

A social media incident in January had triggered a diplomatic row between India and the Maldives, impacting Maldivian tourism due to a decline in Indian tourists. However, the Maldives tourism minister, Ibrahim Faisal, emphasized the historical ties and expressed a warm welcome to Indian tourists, as reported by First Post.

Strategic Importance

Economic and Development Assistance

India has been a consistent "first responder" to the Maldives in times of crisis, providing financial assistance and supporting development projects. In the current fiscal year, India allocated Rs 400 crore in grants to the Maldives, representing 1.5% of the Maldives' budget.

Military Presence and Diplomatic Adjustments

Muizzu, who campaigned on an 'India Out' platform, had vowed to remove Indian military personnel from the Maldives. Consequently, India withdrew its soldiers ahead of the May 10 deadline. Despite these adjustments, both countries recognize the importance of their bilateral relationship, as per media reports.

While President Muizzu's administration signals a return to normalcy in relations with India, his goal of reducing the Maldives' reliance on India remains. However, the deep-rooted partnership and mutual interests between the two nations ensure that their relationship will continue to evolve positively.
