EU Agrees to Begin Membership Negotiations with Bosnia, Sets Preconditions
On March 22, in a significant development from Brussels, European Union leaders consented in principle to initiate membership negotiations with Bosnia-Herzegovina. This decision comes despite the acknowledgment that the Western Balkan nation, home to 3.2 million people, has considerable work ahead before formal talks can commence. The EU Council President, Charles Michel, extended congratulations to Bosnia-Herzegovina, emphasizing its place within the European family but cautioned that the journey ahead requires substantial effort.

The European Commission had previously endorsed the commencement of discussions, highlighting the necessity for Bosnia to undertake comprehensive reforms across economic, judicial, and political spheres. Additionally, enhanced measures against corruption and money laundering were deemed essential. Bosnia's path to EU membership is fraught with challenges, not least due to the ethnic divisions that persist decades after a devastating war in the 1990s.
Dutch Prime Minister Mark Rutte and Lithuanian President Gitanas Nauseda echoed the sentiment that Bosnia must meet all outlined requirements to progress in its EU bid. The nation's candidacy is part of a broader EU strategy to integrate six Western Balkan countries, a process that has seen delays but gained momentum in light of geopolitical shifts following Russia's war on Ukraine.
Bosnia's internal divisions and political fragility, particularly with separatist tendencies from Bosnian Serb leader Milorad Dodik, pose significant hurdles. Dodik's pro-Russia stance and actions threatening the country's unity have drawn international concern, with recent US intelligence reports highlighting the potential for escalating conflicts.
German Chancellor Olaf Scholz expressed support for Bosnia-Herzegovina's progress towards EU membership, reflecting on promises made over two decades ago. In Sarajevo, anticipation and hope among citizens like Adnan Balvanovic and Jasmina Kadusic underscore the widespread desire for integration and development through EU membership.
The decision by EU leaders marks a pivotal moment for Bosnia-Herzegovina, setting the stage for a rigorous process of alignment with EU standards and norms.
