President Declares State of Emergency

In response to the escalating violence, President Noboa declared a national state of emergency, granting authorities the power to suspend certain rights and deploy the military in strategic locations, including prisons. Additionally, the president issued a decree designating 20 drug trafficking gangs operating within the country as terrorist groups. This move authorizes Ecuador's military to neutralize these groups while adhering to international humanitarian law.

Surge in Violence Linked to Drug Trafficking

Ecuador has been grappling with a surge in violence attributed to drug trafficking, resulting in numerous homicides and kidnappings. The recent wave of attacks, including the storming of the TV station, followed the reported escape of a powerful gang leader, Adolfo Macías, alias "Fito," from a low-security prison. Authorities have launched an investigation into the circumstances surrounding his disappearance, and two guards have been charged in connection with the alleged escape.

Previous State of Emergency and Curfew

In February 2013, Macías managed to escape from a maximum-security facility but was recaptured weeks later. In light of the current situation, President Noboa imposed a 60-day state of emergency, allowing for the suspension of rights and the deployment of the military in vulnerable areas. A curfew from 11 p.m. to 5 a.m. was also imposed to further enhance security measures.

Gang Leader's Influence from Within

Experts and authorities acknowledge that gang members, including Macías, exert significant control from within the prisons. Macías, who was serving a 34-year sentence for drug trafficking, murder, and organized crime, is believed to have continued leading his gang, Los Choneros, from his detention facility. Los Choneros is one of the Ecuadorian gangs held responsible for the escalating violence, which reached a peak last year with the assassination of presidential candidate Fernando Villavicencio. The gang reportedly maintains connections with Mexico's Sinaloa cartel.
