Caribbean Seeks Increased Support in Climate Change Battle After Beryl
Caribbean officials have called for increased funding and support to combat climate change, following the devastation caused by Hurricane Beryl. This appeal was made during an OAS meeting in Washington, DC, where the vulnerability of small islands was highlighted. Beryl claimed at least seven lives and destroyed nearly all infrastructure on some islands in Grenada and St. Vincent and the Grenadines.

"We are on the front line," stated Virginia Albert-Poyotte, St. Lucia's delegate, urging for more accessible climate financing and special disaster clauses from financial institutions. She emphasised that small Caribbean islands often have weak infrastructure and economies heavily reliant on tourism and fishing.
Climate Financing and Disaster Preparedness
A resolution passed by the OAS on Friday noted that past hurricanes have led to increased insurance premiums, unemployment, and poverty. It called for the immediate implementation of a loss and damage fund agreed upon at previous UN climate change conferences to aid vulnerable countries in rebuilding and preparing for future storms.
The resolution also urged financial and development institutions to release funds to small nations affected by disasters on a concessionary basis, "free from onerous conditions," and to "cancel, defer or reschedule debt repayments." OAS Secretary General Luis Almagro pointed out that the funds currently flowing toward islands affected by Beryl are insufficient, with the UN and Caribbean leaders requesting at least USD 9 million in assistance.
Impact of Climate Change on Hurricanes
Scientists are debating the exact effects of climate change on hurricanes but agree it makes storms more likely to intensify rapidly. Hurricane Beryl was the first-ever Category 4 storm to form in the Atlantic in June, escalating from an unnamed depression to a Category 4 storm within 48 hours due to record warm waters in the Atlantic.
The National Oceanic and Atmospheric Administration has forecasted a well above average 2024 hurricane season, predicting between 17 and 25 named storms, including up to 13 hurricanes and four major hurricanes. An average Atlantic hurricane season typically produces 14 named storms, seven hurricanes, and three major hurricanes.
Calls for Global Responsibility
Chet Neymour, the Bahamian delegate, criticised major greenhouse gas emitters for their lack of commitment, noting that the Caribbean is one of the regions most affected by climate change despite contributing minimally to it. "Nations like my own have had to go at it alone," he said, referencing Hurricane Dorian's impact on the Bahamas in 2019 as a Category 5 storm. "Lives are at stake."
Officials stressed the need for investment in early warning systems and resilient infrastructure as the Atlantic hurricane season begins. Lynn Young of Belize highlighted the urgency of prioritising climate financing discussions. "Hurricane Beryl underscores an urgent reality," he said. "The crisis is here."
Almagro warned that natural disasters are becoming more severe, with Beryl serving as evidence. "This is yet another indication that the climate crisis is worsening," he said.
The call for action comes as Caribbean nations face increasing challenges from climate change-induced natural disasters. The region's leaders are seeking immediate support to rebuild and prepare for future storms while advocating for global responsibility in addressing climate change impacts.
