Biden Proposes Three-Phase Plan for Cease-Fire and Hostage Release in Israel-Hamas War

President Joe Biden on Friday outlined a comprehensive three-phase proposal by Israel aimed at Hamas militants, which he believes could herald the end of the nearly eight-month-long conflict in the Middle East. This initiative, according to Biden, is designed to facilitate the release of all hostages currently held in Gaza, marking a significant step towards achieving a lasting cease-fire.

Bidens Plan for Israel-Hamas Peace

The President described the proposal as a "road map" towards an enduring peace and the liberation of all hostages. He emphasized that Hamas's diminished capability to launch large-scale attacks against Israel presents a unique opportunity for both parties to negotiate an extended cease-fire agreement.

The initial phase of the proposed deal spans six weeks and calls for a comprehensive cease-fire, the withdrawal of Israeli forces from populated areas in Gaza, and the release of specific hostages, including women, the elderly, and the injured. This phase also stipulates the release of hundreds of Palestinian prisoners in exchange. Additionally, it would see an increase in humanitarian aid to Gaza, with 600 trucks allowed entry daily.

The second stage focuses on the release of all remaining hostages, including male soldiers, followed by a complete withdrawal of Israeli forces from Gaza. President Biden highlighted that adherence to these commitments by Hamas would transition the temporary cease-fire into a permanent cessation of hostilities.

The final phase involves initiating major reconstruction efforts in Gaza, a region now facing decades of rebuilding due to the extensive damage inflicted by the conflict. Biden's announcement came amidst reports from the Israeli military about their operations in central Rafah, signaling an escalation in their offensive within the southern Gaza city.

This development arrives at what President Biden termed "a truly decisive moment," referencing Hamas's expressed desire for a cease-fire and viewing the Israeli-phased deal as a test of their sincerity. The ongoing war in Gaza was triggered by a Hamas attack on October 7, resulting in approximately 1,200 casualties—predominantly civilians—and the abduction of around 250 individuals. Despite ongoing efforts by the US and other mediators to broker peace, negotiations had reached an impasse earlier this month due to disagreements over Hamas's demands for an end to the war and a full Israeli withdrawal from Gaza.

With around 100 hostages still believed to be held captive in Gaza, alongside the remains of about 30 others, the proposed deal by Israel represents a critical juncture in diplomatic efforts to resolve one of the most protracted conflicts in recent history.
