Victory Claimed by Azerbaijan as Armenian Forces Lay Down Arms in Nagorno-Karabakh Region
On Wednesday, Azerbaijan claimed total control over the breakaway Nagorno-Karabakh region following an agreement by local Armenian forces to disarm under a Russia-mediated ceasefire. The Azerbaijani President announced that sovereignty had been restored, calling it a victory for his nation. Talks are set to begin on Thursday regarding the reintegration of the region into Azerbaijan.
The ongoing decades-long separatist conflict in the Nagorno-Karabakh region of Azerbaijan took a decisive turn on Wednesday, September 21, as local Armenian forces agreed to lay down their weapons. This move effectively handed over full control of the breakaway region to Azerbaijan. The ethnic Armenian region has been managing its affairs without international recognition since hostilities first erupted in the early 1990s.
A Ceasefire Brokered by Russia

By midday, authorities from the self-governing Armenian enclave announced that local self-defence forces would disarm and disband under a ceasefire agreement mediated by Russia. Talks for Reintegration into Azerbaijan
In addition to agreeing to disarmament, representatives from Nagorno-Karabakh are set to commence talks with the Baku government Thursday regarding the "reintegration" of the territory into Azerbaijan. Azerbaijan's Triumph
Following these developments, Azerbaijani President Ilham Aliyev addressed his nation via television broadcast declaring victory. He stated that "in just one day, Azerbaijan fulfilled all tasks set as part of local anti-terrorist measures" and had successfully "restored its sovereignty". This announcement came after an intense artillery barrage and drone attacks launched by Azerbaijani military forces against outnumbered and undersupplied pro-Armenian troops on Tuesday.
The Human Cost
Nagorno-Karabakh's human rights ombudsman Gegham Stepanyan reported that at least 200 people were killed in recent fighting including ten civilians; more than 400 others were wounded. The pro-Armenian forces, already weakened by a blockade of the region in the southern Caucasus Mountains, struggled to counter Azerbaijan's military onslaught.
