Railways Implements Key Reforms to Enhance Safety and Efficiency for Train Controllers
The Railway ministry has introduced reforms to enhance train operations' safety and improve train controllers' working conditions. A senior railway official explained that only experienced traffic inspectors and station masters with commendable service records will be chosen as train controllers. This move aims to ensure controllers have the necessary expertise and knowledge.

Controllers must serve at least three years in the control office to gain domain knowledge. They are also required to undergo refresher courses every five years, which will include simulator-based and scenario-driven learning modules. This training is designed to keep their skills sharp and up-to-date.
Performance Monitoring and Stress Management
A performance monitoring system will be established to evaluate controllers on punctuality, emergency handling, communication skills, and command over working rules. This initiative aims to maintain high standards in train operations. Additionally, a proper succession and rotation plan will be implemented to avoid over-reliance on individual controllers.
Recognising the high-stress nature of the job, the ministry plans to introduce yoga sessions, counselling, and regular health check-ups for controllers. These measures aim to address stress-related issues and promote overall well-being among staff.
Committee Formation and Recommendations
On August 27, 2024, a six-member committee was formed to examine and recommend improvements for train controllers' working conditions. The committee includes three Additional Members of Staff, Revenue, and Traffic; one Principal Executive Director of Infra; and two Executive Directors of Transformation and Traffic Transportation.
This committee was established following concerns raised by the Research Design and Standards Organisation (RDSO). On August 25, 2024, RDSO highlighted issues such as pay scale, vacancies, recruitment processes, and lack of basic amenities affecting train controllers.
Implementation of Global Standards
A circular dated June 25, 2025, addressed to all zones, stated that key initiatives were taken based on the committee's recommendations. The aim is to align the Railway Traffic Control Organisation with global best practices. As part of this effort, Traffic Control will be renamed Operations & Traffic Control to function as an Integrated Command Centre for all departments involved in train operations.
The circular also mentioned that the traffic controllers' cadre would be filled through direct recruitment, limited departmental competitive examinations, departmental selection, etc. A standard working environment and facilities will be provided for all staff in the control office.
The RDSO's report indicated that train controllers face challenges like unattractive pay scales and stress due to vacancies leading to health concerns. The ministry's reforms aim to address these issues comprehensively by improving working conditions and ensuring a supportive environment for train controllers.
