Punjab Government Dismisses DSP Officer for Facilitating Lawrence Bishnoi Interview in Custody
The Punjab government has terminated a DSP-rank officer for allegedly enabling the recording of an interview with gangster Lawrence Bishnoi while in police custody. Secretary of the Department of Home Affairs, Gurkirat Kirpal Singh, issued the dismissal orders. The government used Article 311 of the Constitution to dismiss DSP Gursher Singh Sandhu.

In March 2023, a private news channel aired two interviews with Bishnoi. The Punjab and Haryana High Court's SIT found that Sandhu, a Punjab Police Service officer, facilitated the interview recording by a TV channel while Bishnoi was in CIA Kharar's custody. The interview reportedly glorified crime and criminals.
Investigation Findings and Consequences
A special investigation team from Punjab Police reported to the high court in July last year. They stated that the interview occurred over two years ago when Bishnoi was in Punjab Police's custody in Mohali's Kharar. Bishnoi is accused in the 2022 murder case of singer Sidhu Moosewala.
In October, seven police officials were suspended due to their connection with Bishnoi's interview. Sandhu was suspended on October 25, 2024, and a charge sheet was issued against him. The state government decided not to conduct an inquiry into Sandhu's charge sheet due to his non-cooperative attitude.
Dismissal Order Details
The dismissal order highlighted that Sandhu's actions severely damaged the image of Punjab Police. His misconduct, negligence, and dereliction of duty during Bishnoi's interview led to this decision. The order stated that his failure to perform duties properly violated Punjab Police's discipline and conduct rules.
The Punjab Public Service Commission (PPSC), the appointing authority for PPS cadre officers, approved the government's decision. Last month, the Punjab government informed the Punjab and Haryana High Court about its decision to dismiss Sandhu in relation to the interview.
Government Assurance and Court Proceedings
During a November hearing, the Punjab government assured the high court of strict action against delinquent police officers related to the interview. The court was addressing a suo motu matter concerning inmates' use of mobile phones on jail premises.
The state government carefully considered all facts and circumstances before concluding that Sandhu's actions warranted dismissal. This decision underscores their commitment to maintaining discipline within the police force.
