Shift in Model: Punjab Govt Awards New Operator for Sewa Kendras

In an official statement, the Punjab government announced that it has awarded M/s TerraCIS Technologies Limited the contract to manage 535 Sewa Kendras. The new contract involves providing all IT and non-IT infrastructure at each centre. This marks a significant shift from the previous revenue-sharing model to a transaction-based one.

The government of Punjab has recently transitioned its model for running Sewa Kendras, or service centers, across the state. On Friday, September 22nd, it was announced that a new contract had been awarded to M/s TerraCIS Technologies Limited as the new service operator for managing 535 Sewa Kendras over the next five years.

Sewa Kendras Contract

This significant shift involves moving from a revenue-sharing model to a transaction-based one. The change in approach is aimed at improving efficiency and effectiveness in delivering services to citizens. Under this new contract, TerraCIS Technologies will be responsible for providing all necessary IT infrastructure such as desktop computers and scanners along with non-IT equipment like air conditioning units and water coolers at each center. Previously these were provided by the government.

Transparent Selection Process

Punjab's Governance Reforms and Public Grievances Minister Aman Arora handed over the award letter to representatives of TerraCIS Technologies Limited. He emphasized that the selection process was conducted in an utterly transparent manner.

New Contract Enhancing Service Delivery

The updated contractual agreement also lays out provisions for doorstep delivery of services - a promise made by Chief Minister Bhagwant Mann to residents of Punjab. This development signifies a major leap towards making public services more accessible and convenient for citizens who may have difficulty traveling long distances or lack time due to various reasons.

Wide Range Of Services Offered

Sewa Kendras currently offer over 430 different types of services ranging from issuing certificates, licenses, permits, paying bills among others. These centers act as one-stop solutions where people can avail multiple governmental services under one roof thereby saving time and reducing hassle.

Towards Better Governance

This move indicates an innovative step towards better governance through enhanced use of technology and improved service delivery mechanisms. By shifting to a transaction-based model, the government aims to streamline operations and ensure that services are delivered efficiently.

Moreover, by placing the responsibility of providing infrastructure on the service operator, it is expected that there will be an increase in overall operational efficiency. This shift also reduces the financial burden on the government as it no longer has to invest in setting up and maintaining infrastructure at each center.

In conclusion, this new contractual agreement marks a significant milestone in Punjab's journey towards improving public service delivery. Through transparent processes and innovative models like transaction-based contracts, Punjab is paving way for better governance practices not only within its borders but could potentially serve as a model for other states across India.
