Modi's Unified Pension Scheme: A Win-Win for India

The Narendra Modi government's introduction of the Unified Pension Scheme (UPS) represents a landmark achievement in securing the financial future of government employees while preserving the fiscal health of both state and central governments. This reform not only provides a reliable safety net for pensioners but also strengthens cooperative federalism, a principle the Modi administration has consistently championed.

The UPS ensures that retirees receive 50% of their average drawn basic pay from the last 12 months of service as a pension, offering certainty and stability. This assurance is delivered without compromising the core principles of pension reform established by former Prime Minister Atal Bihari Vajpayee-namely, the contributory and funded nature of pensions. By requiring both employees and the government to contribute to the pension fund, the UPS creates a sustainable model that balances employee benefits with fiscal responsibility.

The UPS stands in stark contrast to the Old Pension Scheme (OPS), which had burdened state governments with unsustainable financial commitments. States like Rajasthan, Chhattisgarh, Jharkhand, Punjab, and Himachal Pradesh, under non-NDA leadership, reverted to the OPS, a move criticised as fiscally irresponsible. The Reserve Bank of India (RBI) highlighted the dire consequences of such decisions, noting that the fiscal cost of reverting to the OPS would be enormous, potentially leading to a fourfold increase in pension liabilities compared to the National Pension System (NPS).

The Modi government's UPS offers a prudent alternative that addresses the grievances of government employees while ensuring that state and central governments maintain the fiscal space needed for critical capital investments. By increasing the government's contribution to 18.5% of basic pay and maintaining the employee's contribution at 10%, the UPS fills the gap between the assured pension and what the pension fund earns, thereby safeguarding the future of retirees.

Moreover, the UPS promotes cooperative federalism by encouraging states to adopt a sustainable pension model. States that embrace the UPS can continue to invest in infrastructure and social welfare programmes without jeopardising their financial stability. The Modi administration's focus on transparency and fiscal prudence, including measures to curb off-budget borrowings, further strengthens the foundation of cooperative federalism.

In essence, the UPS embodies the Modi government's commitment to balancing economic growth with social security.
