Meet Ankur Vora Attending India AI Impact Summit On Bill Gates’ Behalf
The India AI Impact Summit in New Delhi will now see Ankur Vora representing the Bill & Melinda Gates Foundation, after the organisation confirmed that Bill Gates will no longer deliver the expected keynote address at what is being promoted as one of the biggest AI conferences in the Global South.
Uncertainty about Gates’ appearance grew on Wednesday, 18 February, when organisers and observers were unsure whether the Microsoft co-founder would still speak at the India AI Impact Summit. That uncertainty ended on Thursday after the Gates Foundation clarified that Gates would not attend and that Vora would speak on the foundation’s behalf.

Bill Gates decision and India AI Impact Summit controversy
The Gates Foundation has linked the change in plans to a desire to keep attention on artificial intelligence and policy issues at the India AI Impact Summit, while Gates faces renewed scrutiny over references to the tech leader in recently released Epstein files. The organisation confirmed that Ankur Vora, president for the Africa and India offices, will represent the foundation in New Delhi.
The foundation stated, "After careful consideration, and to ensure the focus remains on the AI Summit's key priorities, Mr Gates will not be delivering his keynote address." The statement, released amid public debate over Gates’ past association with Jeffrey Epstein, added that the event’s agenda should remain centred on discussions around AI and development.
India AI Impact Summit focus and Gates Foundation stance
The organisers had initially billed Gates as a central speaker for the India AI Impact Summit, which aims to bring together policymakers, researchers, and industry leaders from across the Global South. Instead, foundation officials now stress their ongoing engagement with India, particularly in areas related to health, development, and responsible AI deployment within public systems.
The foundation further said, "The Gates Foundation remains fully committed to our work in India to advance our shared health and development goals". This statement signals that the cancellation of Gates’ keynote does not affect the scale of the foundation’s programmes in India, where it funds projects across health, agriculture, gender equality, and digital public infrastructure.
Questions about the reasons behind the decision intensified after media highlighted two draft emails, in which Jeffrey Epstein allegedly discussed arranging sexual encounters for Gates and referred to helping obtain medication to hide a sexually transmitted infection from Gates’ wife. These reports coincided with rising attention on the India AI Impact Summit schedule and its lineup.
While the foundation has not directly tied the cancellation to those communications, observers believe the fresh focus on Epstein-related material made Gates’ appearance at the India AI Impact Summit politically sensitive. Gates had been scheduled to deliver a keynote speech that would have addressed artificial intelligence, innovation, and development challenges in low and middle income countries.
Attention now turns to Ankur Vora, who will represent the foundation’s views on AI and development. Vora currently leads the Bill & Melinda Gates Foundation’s operations in India and Africa, overseeing six regional offices and guiding strategies that link technology, public policy, and social impact across both regions.

Vora’s academic record includes a Bachelor of Engineering in Computer Science and a Master of Science in Economics from the Birla Institute of Technology and Science, Pilani, Rajasthan. Vora also completed a PhD in Economics at the University of Chicago, and later joined its faculty as an economics lecturer between 1998 and 2003.
After a brief period as an associate in Goldman Sachs’ Fixed Income, Currencies and Commodities division in 2001, Vora became a principal at the Boston Consulting Group in 2003, remaining there for six years. Vora then shifted to development work in 2009, managing Africa and South Asia investments for The Children's Investment Fund Foundation in London until 2013.
Vora entered the Bill & Melinda Gates Foundation that same year as deputy director, strategy. In 2015, Vora moved into the position of director, strategy, innovation & impact, supervising strategy design, evaluation efforts, and targeted initiatives. Vora later became chief strategy officer in 2020, advising the chair and CEO on organisational priorities, funding choices, and long-term planning.
From January 2026, Vora has been designated as president of the foundation’s Africa and India offices, managing work across six country offices. Beyond this, Vora sits on the boards of GH Labs and the Gates Medical Research Institute, indicating a portfolio that connects research, technology, and public health alongside the India AI Impact Summit responsibilities.
With Gates no longer speaking at the India AI Impact Summit, the spotlight will rest on how Ankur Vora frames the foundation’s approach to artificial intelligence, health, and development cooperation in India. The foundation maintains that its programmes and partnerships in the country continue unchanged, despite questions surrounding Gates’ decision and renewed attention on the Epstein files.
