Kolkata Rape-Murder Case: IMA Urges PM Modi To Intervene And Lists Demands

The Indian Medical Association (IMA) wrote to Prime Minister Narendra Modi, seeking his intervention in the rape and murder case of a trainee doctor at RG Kar Medical College and Hospital in Kolkata. The IMA urged the Prime Minister to address the situation, stating that his attention would "provide confidence to not only women doctors but also to every woman in the workplace." The letter was authored by IMA National President Dr. RV Asokan and Honorary Secretary General Dr. Anilkumar J. Nayak.

In their letter, the IMA highlighted the recent vandalism at the hospital on August 14, following the August 9 incident where the trainee doctor was attacked. They raised concerns about the safety of medical professionals, particularly women, within hospital environments.

The letter read: "On August 15, 2024, the hospital was vandalized by a large crowd, damaging various sections, including the area where the victim was discovered. Doctors, especially women, are vulnerable to violence due to the nature of their profession, and it is essential for authorities to ensure their safety within hospital premises."

The IMA emphasized two critical issues arising from the Kolkata incident: "a crime of barbaric scale due to the lack of safe spaces for women and the hooliganism resulting from inadequate security protocols."

Proposed Solutions

The IMA proposed several measures to the Prime Minister to enhance safety for women in healthcare settings:

Legislative Changes: Amendments to the Epidemic Diseases Act of 1897 should be incorporated into "The Healthcare Services Personnel and Clinical Establishments (Prohibition of Violence and Damage to Property Bill 2019)" to strengthen existing state laws.

Enhanced Security Protocols: Hospitals should implement security measures on par with airport standards. This includes declaring hospitals as safe zones, installing CCTVs, and deploying security personnel.

Improved Working Conditions: A thorough review of the 36-hour duty shifts and the provision of safe rest spaces for resident doctors is essential.

Investigation and Compensation: The crime should be investigated meticulously, and justice rendered promptly. Additionally, the bereaved family should receive appropriate and dignified compensation.

Response to PM Modi's Independence Day Remarks

The IMA acknowledged Prime Minister Modi's remarks on women's safety during his Independence Day speech and called for his intervention. They stressed that the Prime Minister's support would reassure not only women doctors but all women in the workplace. The letter noted that 60% of Indian doctors are women, with even higher percentages in dental, physiotherapy, and nursing professions.

CBI Investigation

The Central Bureau of Investigation (CBI) has taken over the case following a Calcutta High Court order. The CBI detained Dr. Sandip Ghosh, the former Principal of RG Kar Medical College, for questioning in connection with the case. The investigation follows the alleged rape and murder of a 32-year-old postgraduate trainee doctor, whose semi-naked body was found in a seminar hall at the hospital.
