Intel On 900 Kuki Militants From Myanmar Is "100% Correct," Says Manipur Security Adviser

In a significant development, the Manipur government's Security Adviser, Kuldiep Singh, has confirmed the reception of an intelligence report indicating the infiltration of "900 Kuki militants" into Manipur from Myanmar. These militants, reportedly trained in jungle warfare and the operation of weaponized drones, pose a potential threat to the region. Singh emphasized the seriousness of the intelligence, stating that it is being treated with utmost priority and considered entirely accurate until proven otherwise.

The intelligence report, which was disseminated to Senior Superintendents of Police along the India-Myanmar border in southern Manipur, detailed that these militants are organized into units of 30 and are currently dispersed around the state's periphery. There's an anticipation of coordinated attacks on Meitei villages towards the end of September. The situation underscores the escalating tensions and the complex security challenges facing the region.

Background and Ethnic Tensions

Manipur has been a hotspot of ethnic violence, partly attributed to the significant rise in illegal immigration, among other factors. The state, sharing borders with Myanmar's Chin State and the Sagaing Region, has witnessed clashes between the Meitei community and the Kuki tribes, resulting in over 220 deaths and nearly 50,000 internally displaced individuals. The Meiteis' desire for Scheduled Tribes status and the Kukis' demand for a separate administration highlight the deep-seated divisions and the struggle for resources and power in the region.

Singh, in a recent press briefing, underscored the credibility of the intelligence report. "Unless and until it is proved wrong, we believe that it is 100 per cent correct. Because any intelligence input you have to take 100 per cent correct and prepare for that. If it doesn't come true, then there are two things. Either it didn't happen at all, or because of your efforts it didn't happen. You cannot take it lightly," he remarked, signaling the gravity with which the authorities are treating the situation.

Recent Insurgent Activities and Government Responses

Recent clashes have seen the involvement of overground insurgents from both the Meitei and Kuki communities. A notable incident in Jiribam district, adjacent to Assam, resulted in the deaths of three Kuki insurgents from the Kuki Liberation Army (KLA) and a member of the Meitei insurgent group, the United National Liberation Front (Pambei). These confrontations have laid bare the fragile peace in the region, despite ceasefire agreements with the government.

In response to the ongoing security challenges, Union Home Minister Amit Shah announced the completion of a 30 km fence along the India-Myanmar border in Manipur. This initiative is part of a broader strategy involving the construction of fencing and roads along the 1,643-km border, with an estimated cost of Rs 31,000 crore. Additionally, India has discontinued the Free Movement Regime with Myanmar, tightening controls to curb illegal crossings and ensure that foreigners enter with the requisite visas.
