Raj Bhawans Functioning Like Party Offices, Says Margaret Alva

Jaipur, February 3: Congress leader and former Union minister Margaret Alva made a bold statement on Saturday, accusing Raj Bhawans in several states of functioning like party offices. She raised concerns about governors playing a political role in the formation and dissolution of governments, deviating from their expected constitutional behavior.

Governors' Political Involvement

Speaking at the ongoing 17th edition of the Jaipur Literature Festival (JLF), Alva, who herself served as a governor, emphasized that governors are not representatives of political parties. They are expected to conduct themselves in the Raj Bhawan as per the expectations outlined in the Constitution. However, she observed that the current scenario presents challenges and deviations, with governors in many states actively engaging in political activities.

Alva highlighted instances where governors have disregarded the advice of state cabinets and interfered in state policies. She cited examples from Kerala, Puducherry, and Delhi, where governors allegedly acted as representatives of the central government and meddled in state affairs repeatedly. She expressed concern that such actions undermine the dignity of the office and create conflicts between the Centre and the states.

Delimitation and Population Concerns

Alva also addressed the upcoming delimitation exercise, which will be conducted based on the first census after 2026. She emphasized the need to develop a new formula for allocating seats that goes beyond pure population numbers. The former governor pointed out that the population growth rate in some northern states is higher than in southern India.

Alva expressed her opposition to the idea that southern states, which have successfully controlled their population growth and invested in development, should be expected to make sacrifices. She argued against social and economic injustice towards these states that have demonstrated responsible governance.

Jaipur Literature Festival 2024

The JLF 2024 is being hailed as the largest literary festival in the world. It will feature the participation of renowned thinkers, writers, and speakers from around the globe until February 5. The festival provides a platform for intellectual discourse, cultural exchange, and the celebration of literature.
