Government Reshuffle: New Secretaries In Justice, Jal Shakti, And Mines Announced
The Central Government has sanctioned the transfer of numerous senior officials at the Secretary level. This reshuffle impacts significant ministries such as Justice, Jal Shakti, Mines, and Ports & Shipping. New Secretaries have been appointed in these areas. Alka Upadhyaya, previously Secretary of the Department of Animal Husbandry & Dairying, has been reassigned as Secretary to the National Commission for Minorities. Rajit Punhani, who served as Secretary in the Ministry of Skill Development, is now the CEO of the Food Safety & Standards Authority of India (FSSAI).

Key Bureaucratic Changes
Debashree Mukherjee has transitioned from her role as Secretary for Water Resources, River Development & Ganga Rejuvenation to become Secretary for the Ministry of Skill Development & Entrepreneurship. Vijay Kumar will move from being Chairman of the Inland Waterways Authority to OSD at the Ministry of Ports, Shipping & Waterways. He will assume his new role as Secretary on 30 September 2025 after T.K. Ramachandran's retirement.
V.L. Kantha Rao has shifted from being Secretary in the Ministry of Mines to overseeing Water Resources, River Development & Ganga Rejuvenation (Jal Shakti). Sukriti Likhi will transition from Chairperson at the National Authority Chemical Weapons Convention to OSD in the Department of Ex-Servicemen Welfare within the Ministry of Defence. She will take over as Secretary on 1 October 2025 following Niten Chandra's retirement.
Additional Appointments
Ranjana Chopra moves from Special Secretary & FA in the Ministry of Culture to OSD in the Ministry of Tribal Affairs. She will become Secretary on 1 October 2025 after Vibhu Nayar retires. Naresh Pal Gangwar is now Secretary for the Department of Animal Husbandry & Dairying, having previously served as Additional Secretary at MoEFCC.
Niraj Verma transitions from Administrator at USOF (Telecom) to OSD in the Department of Justice within the Ministry of Law & Justice. He will assume his role as Secretary on 31 August 2025 after Raj Kumar Goyal's retirement. Atish Chandra has been promoted from Additional Secretary to Special Secretary in PMO with a temporary upgrade.

Piyush Goyal moves from CEO at NATGRID to become Secretary for the Ministry of Mines. Sanjay Garg shifts from Additional Secretary at DARE and ICAR to OSD at BIS; he will become DG on 31 October 2025 after Pramod Kumar Tiwari retires.
Roli Singh transitions from Additional Secretary in Health & Family Welfare to Chairperson at National Authority Chemical Weapons Convention. Trishaljit Sethi moves from DG (Training) in Skill Development to become Secretary at Central Vigilance Commission with a temporary upgrade.
