West Bengal Assembly polls transparency and Form 17C rules
"Returning Officers must ensure that Presiding Officers share signed copies of Form 17C, containing the account of votes recorded, with all polling agents present at the close of poll,\" an ECI official said, underlining the Commissions focus on transparency. The guidance aimed to make end-of-poll paperwork clear. It also aimed to reduce disputes over recorded votes.
The training took place at the same time across five divisional headquarters. Officials named Jalpaiguri, Malda, Presidency, Burdwan and Medinipur as the venues. The programme covered key parts of election management for each district. Officials said the design helped keep instructions uniform across West Bengal.
West Bengal Assembly polls training on ECINET turnout uploads
Returning Officers were also trained on the Presiding Officer module of ECINET. Officials said the digital platform will be used to upload voter turnout updates. Data will be sent every two hours and again at poll close. This system will support near real-time estimates of voting trends at the Returning Officer level.
National Level Master Trainers and senior ECI officials led sessions on core procedures. The briefings included nominations and scrutiny steps for candidates. They also covered eligibility checks, the Model Code of Conduct, and withdrawal rules. Returning Officers were trained on symbol allotment, poll-day planning, and counting arrangements.
West Bengal Assembly polls focus on violence-free conduct
The Election Commission referred to its review tour of West Bengal earlier this month. Chief Election Commissioner Gyanesh Kumar had stressed strict standards for the polls. Officials said the expectation was a process that is violence-free. They also said it must be intimidation-free and inducement-free so electors can vote without fear or favour.
The Commission said this training added to programmes run by the Chief Electoral Officer of West Bengal. It also restated the legal basis for Returning Officers. Returning Officers are appointed under the Representation of the People Act, 1951. The statement said they work under the Commission’s control, superintendence and discipline during elections.
