Court Rejects Puja Khedkar's Bail, Calls for Broader Quota Misuse Probe

A Delhi court has denied anticipatory bail to former IAS probationer Puja Khedkar, who faces allegations of cheating and misusing OBC and disability quota benefits. The court highlighted the seriousness of these accusations, necessitating a thorough investigation. Additional Sessions Judge Devender Kumar Jangala stated that custodial interrogation is essential to uncover the entire conspiracy and identify other involved individuals.

Bail Denied to Khedkar, Probe Widens

Khedkar, who has not been arrested, sought bail through her lawyer, citing an immediate threat of arrest. The judge described the case as just the beginning of a larger issue and urged the Union Public Service Commission (UPSC) to review its recent recommendations. He also directed the Delhi Police to expand their investigation's scope.

UPSC's Role in Ensuring Fairness

The judge emphasized that the UPSC must identify candidates who may have illegally exceeded attempt limits or wrongly benefited from OBC non-creamy layer and Persons with Benchmark Disability quotas. He instructed the Delhi Police to fairly investigate all candidates recommended recently who might have misused such benefits.

Additionally, the judge asked the police to determine if any UPSC insiders assisted Khedkar. To maintain its reputation and public trust, the UPSC must strengthen its standard operating procedures (SOPs) to prevent future occurrences of such breaches.

The judge noted that UPSC officers are crucial to the country’s administration, and public faith would be eroded without a thorough investigation. He pointed out that Khedkar had repeatedly deceived the UPSC, undermining eligible aspirants' lawful rights.

The judge remarked that the UPSC must uphold transparency and fairness in its SOPs. The complainant admitted that their SOP was breached by Khedkar, indicating a need for introspection as their scrutiny system failed to prevent this breach.

Evidence Against Khedkar

While denying Khedkar's bail plea, the judge noted that documents she submitted indicated her guilty intent. He dismissed her claims of being falsely implicated and a victim of media trial, stating there was sufficient incriminating material on record.

The judge asserted that reporting such incriminating material could not be considered media trial or witch hunt. He added that the conspiracy had been ongoing for many years in a pre-planned manner, necessitating custodial interrogation to uncover all involved persons.

Conspiracy Details

The judge stated that Khedkar had cheated the complainant through misrepresentation and had prepared various documents to support her false claims. The conspiracy was executed over several years with possible assistance from outsiders or insiders.

On Wednesday, the UPSC cancelled Khedkar's candidature and barred her from future exams. She was accused of providing false information in her application for the 2022 UPSC Civil Services Examination.

This case underscores the need for stringent checks within institutions like UPSC to ensure fairness and maintain public trust. Thorough investigations are crucial to prevent misuse of benefits meant for deserving candidates.
