Chandigarh Talks: Centre Agrees to Withdraw Cases Against Farmers, But MSP Issue Remains

In a bid to dissuade farmers from their Delhi Chalo march, the Centre has agreed to withdraw cases against farmers registered during the 2020-21 agitation. However, farmer leaders remain adamant on a legal guarantee to minimum support price for crops.

In an attempt to dissuade farmers from their 'Delhi Chalo' march, a team of Union ministers engaged in discussions with farmer leaders in Chandigarh on Monday evening. The central government has reportedly agreed to withdraw cases registered against farmers during the 2020-21 agitation. However, sources indicate that farmer leaders remain steadfast in their demand for a legal guarantee for minimum support price (MSP) for crops.

Second Round of Talks

The second round of talks between the Union ministers and farmer leaders took place at the Mahatma Gandhi State Institute of Public Administration in Sector 26. Food and Consumer Affairs Minister Piyush Goyal and Agriculture Minister Arjun Munda represented the government, while prominent farmer leaders, including Jagjit Singh Dallewal of Samyukta Kisan Morcha Non-Political and Sarwan Singh Pandher of Kisan Mazdoor Sangharsh Committee, participated in the meeting. The discussions continued late into the night.

Agreements and Discussions

During the meeting, the central government delegation reportedly agreed to withdraw cases against farmers registered during the 2020-21 agitation against the now-repealed farm laws. Additionally, the Union ministers are believed to have consented to provide compensation to any remaining families of farmers who lost their lives during the previous agitation. Various other demands raised by the farmers were also discussed during the meeting.

Farmers' Demands

Farmer leaders emphasized their primary demands, including a legal guarantee for MSP and debt waiver. Punjab Cabinet Minister Kuldeep Singh Dhaliwal, who attended the meeting, expressed the state government's support for the farmers. Beyond the MSP guarantee, farmers are also seeking the implementation of the Swaminathan Commission's recommendations, pensions for farmers and farm laborers, farm debt waiver, withdrawal of police cases, justice for victims of the Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act 2013, withdrawal from the World Trade Organization, and compensation for families of farmers who died during the previous agitation.

Farmers' March to Delhi

Despite the ongoing talks, the Samyukta Kisan Morcha Non-Political and the Kisan Mazdoor Morcha have announced that farmers will proceed to Delhi on Tuesday to press the central government to accept their demands. Senior officers from the Punjab government, including Chief Secretary Anurag Verma and Director General of Police Gaurav Yadav, were also present during the meeting in Chandigarh.

Previous Meeting and Ongoing Discussions

The first meeting between the Union ministers and farmer leaders was held on February 8, where detailed discussions took place with the leaders of farmer organizations. The ongoing negotiations aim to address the concerns and demands of the farming community and find a resolution to the ongoing issues.

As the farmers prepare to march towards Delhi, the outcome of the ongoing talks between the central government and farmer leaders remains uncertain. The government's willingness to withdraw cases and provide compensation signals a potential breakthrough, but the farmers' insistence on a legal guarantee for MSP and other demands indicates that further negotiations may be necessary to reach a mutually acceptable solution.
