Centre's Alleged Strategy to Destabilise Opposition Through New Bills on Chief Ministers' Removal

The Congress party accuses the BJP-led government of attempting to destabilise opposition by proposing laws that allow for the immediate removal of chief ministers upon arrest. This move is seen as a tactic to undermine political rivals without electoral defeat.

The Congress has accused the BJP-led Union government of planning to introduce laws that could destabilise opposition parties by targeting their chief ministers. These allegations arose after reports suggested that the government intends to propose three bills in Parliament on Wednesday. These bills aim to facilitate the removal of a prime minister, a Union minister, or a state or Union Territory chief minister when they are arrested or detained on serious criminal charges.

Senior Congress spokesperson Abhishek Singhvi criticised the ruling party's alleged intentions. He claimed that the BJP wants to remove opposition chief ministers through biased central agencies after failing to defeat them in elections. Singhvi expressed his concerns on X, stating that there are no guidelines for arrests and that opposition leaders face rampant and disproportionate detentions.

Proposed Bills and Political Reactions

The proposed legislation includes the Government of Union Territories Amendment Bill 2025, the Constitution One Hundred And Thirtieth Amendment Bill 2025, and the Jammu and Kashmir Reorganisation Amendment Bill 2025. Union Home Minister Amit Shah is expected to present these bills in Parliament and move a motion to refer them to a joint committee for further examination.

Gaurav Gogoi, Congress Deputy Leader in the Lok Sabha, suggested that these bills are an attempt to distract from Rahul Gandhi's Vote Adhikar Yatra in Bihar. Gogoi posted on X, criticising the bills as a desperate move by Home Minister Amit Shah to divert public attention from Gandhi's campaign. He also mentioned previous incidents involving the CSDS-BJP IT cell as part of this distraction strategy.

Concerns Over Central Agencies' Role

Singhvi further argued that the proposed law would allow for the immediate removal of an incumbent chief minister upon arrest. He emphasised that this approach is a tactic to destabilise opposition parties by using biased central agencies. Singhvi pointed out that despite electoral defeats, opposition leaders could be removed through arbitrary arrests, while ruling party chief ministers remain untouched.

The statement of objects and reasons for the Government of Union Territories Amendment Bill 2025 highlights a gap in existing legislation. Currently, there is no provision under the Government of Union Territories Act, 1963 for removing a chief minister or minister arrested on serious criminal charges. This bill aims to address this legislative gap.

The Congress party's allegations reflect broader concerns about political tactics and governance in India. The introduction of these bills has sparked debate over their potential impact on democratic processes and political stability. As discussions unfold in Parliament, these issues will likely remain at the forefront of political discourse.
