Bihar Polls: Election Commission Eases Rules For Voter List Update, Now No Need To Submit Supporting Documents

Ahead of the Bihar assembly elections 2025, political temperature has shot up over changes in voters' list. The controversy centres on the extensive revision of the voter list, which has led to significant political tension. In response, the Election Commission has eased its rules, allowing voters to submit forms without supporting documents.

The Election Commission of India has relaxed its stringent submission rules amid rising political opposition. Voters in Bihar can now submit their registration forms directly to Booth Level Officers without needing photo identification or other documents. This change aims to address concerns raised by political parties about the voter list revision process.

Voter Registration Concerns

As of Saturday evening, around 14% of eligible voters in Bihar had submitted their forms, according to the Election Commission. However, distrust is growing due to the controversy surrounding the voter list and submission process. Many feel that this issue extends beyond forms and documents, reflecting a deeper lack of trust in the system.

The controversy stems from the Special Intensive Revision (SIR) process meant to update the voter list. The Election Commission set a deadline of July 25 for all voter form submissions. However, significant opposition has arisen, prompting legal challenges that have reached the Supreme Court.

Opposition Parties' Concerns
Opposition parties are worried that millions of voters, especially from rural areas, might be excluded if rules aren't further relaxed. They argue that accessible documents like Aadhar cards and ration cards should be valid for registration instead of the 11 certificates mandated by the Election Commission.

In an advertisement published in major Bihar newspapers, the Election Commission clarified that forms without photographs or documents would still be accepted. Voters can upload necessary documents after July 25, giving more time to those unable to provide them immediately.

Political Tensions Rise
The upcoming assembly elections have intensified political battles over voter registration and electoral credibility in Bihar. While recent changes by the Election Commission may offer some relief to voters, it's uncertain if they will restore confidence in the revision process or if tensions will continue escalating.

The insistence on specific identity proof by the Election Commission remains a contentious issue. Opposition parties believe more accessible documents should suffice for registration since they are commonly available in households compared to those mandated by authorities.

This ongoing debate highlights fears among opposition parties about losing potential voters due to stringent rules. They worry this could impact their chances in upcoming elections by disenfranchising many eligible voters.
