Top Army Officer Assures Rigorous Scrutiny in Disability Pension Process

In a recent interaction with media personnel at the Army Hospital R&R (AHRR) premises, Lt Gen Ajith Nilakantan, the Commandant, addressed concerns surrounding the new rules for granting disability pension to armed forces personnel. He emphasized the rigorous scrutiny involved in the process, asserting that it leaves no room for undeserving cases to slip through.

Army Pension Process Under Strict Scrutiny

The revised Entitlement Rules ER for Casualty Pension and Disability Compensation Awards to Armed Forces Personnel, 2023, have been a topic of discussion among ex-servicemen. These changes were made following a comprehensive study by the three services, Armed Forces Medical Services, and the Department of Ex-Servicemen Welfare. The AHRR, which falls under the Armed Forces Medical Services, plays a crucial role in this context.

Lt Gen Nilakantan reassured that the procedure for granting disability pensions is stringent. "Each case granted disability is scrutinized by appropriate medical boards with strict adherence to the rulings at all levels," he stated. This meticulous process aims to prevent any misuse of the provisions for seeking undue benefits.

The concerns arose after the unveiling of new rules governing disability pensions, leading to apprehensions among some ex-servicemen. However, Lt Gen Nilakantan clarified that the recent revisions in the Entitlement Rules and the Guide to Medical Officers for pensions were intended to rationalize the disability classification and granting process. This alignment with the Persons with Disabilities Act has streamlined and rationalized the quantification of disabilities.

Chief of Defence Staff Gen Anil Chauhan had previously highlighted that these new rules were introduced after extensive discussions among the three services. The primary objectives are to safeguard the interests of genuine individuals and ensure a more efficient and fitter military. This initiative reflects a commitment to enhancing the overall functioning of the armed forces while maintaining fairness and integrity in the disability pension system.

Lt Gen Nilakantan's assurances aim to dispel doubts and underscore the robustness of the scrutiny process involved in granting disability pensions. With multiple levels of examination by medical boards and adherence to strict guidelines, the system is designed to be foolproof against exploitation.
