8th Pay Commission Fitment Factor: Know How It Will Affect Central Govt Employees' Salary

The Union Cabinet, led by Prime Minister Narendra Modi, has approved the formation of the 8th Pay Commission, aimed at revising the salaries, pensions, and allowances of central government employees. The announcement, made earlier this year by Union Minister Piyush Goyal, marks a significant step forward, although an official notification is still awaited.

What is the Pay Commission?

India sets up a Pay Commission approximately every 10 years to revise central government employees' pay structures. These revisions are guided by a key metric known as the fitment factor, which determines the scale of salary and pension increases.

Understanding the Fitment Factor in Pay Commission

Currently, central government salaries are based on the 7th Pay Commission, implemented in 2016, which used a fitment factor of 2.57. This does not mean salaries were multiplied by 2.57, but rather, the factor was applied to calculate an adjusted basic pay-raising it to a minimum of ₹18,000.

Here's how the salary structure generally breaks down:

Basic Pay: 51.5%

Dearness Allowance (DA): 30.9%

House Rent Allowance (HRA): 15.4%

Transport Allowance: 2.2%

With the 7th Pay Commission, the actual increase in total salary components was about 14.3%. Notably, DA is reset to zero when a new commission is implemented, as the inflation index used to calculate it is re-based.

Who Will Benefit?

The 8th Pay Commission is expected to impact:

Nearly 50 lakh central government employees

Around 65 lakh pensioners, including defence personnel

Once officially notified and implemented, the commission is expected to bring a fresh wave of financial adjustments to align with inflation, affordability, and the changing needs of government employees.
