4 years of Modi govt: Making youth stakeholders to build a new India

Prime Minister Narendra Modi has laid out his vision of a New India where the youth of our nation become key stakeholders in building the India of the 21st century. Thus, it is clear that for New India to be a developed nation, it has to be powered by its most valuable resource: the bright, educated youth who are highly skilled and are capable of being job-creators.

The Ministry of Skill Development and Entrepreneurship led by Dharmendra Pradhan aims to Skill on a large Scale with Speed and high Standards in order to achieve its vision of a 'Skilled India'.

Here is a look at the initiatives

Short Term Training and Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

For improving employment opportunities, Ministry of Skill Development and Entrepreneurship launched its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in 2015, under which close to 5.70 lakh are undergoing training under Short Term Training and Recognition of Prior Learning. In year 2017, under PMKVY (STT) 11 lakh candidates have been trained and under RPL, more than 3.7 lakh people were assessed and certified.

  • Model training centres known as Pradhan Mantri Kaushal Kendras (PMKK) are being set up in every district across India. As on 26.03.2018, 526 PMKKs have been allocated to 27 states covering 484 districts and 406 parliamentary constituencies. Out of these 415, PMKK have been established.
  • Phase 4 of allocation for the remaining districts/Parliamentary Constituencies is under process.
  • Physical target of 20.5 lakh approved for 35 states/UT costing to Rs 3,000 crore till 2020 under Centrally Sponsored State Managed (CSSM)
  • 6.01 lakh training to be implemented through state/UTs by March'18
  • Women constitute approximately 50% of all enrolled candidates under fresh training provided through PMKVY

Strengthening the ITI ecosystem

Since the inception of MSDE, there has been a 32% increase in ITI count and 54% increase in seating capacity since 2014. Skill India has further strengthened the ITIs by bringing in reforms in affiliation and examination norms, including decentralising the grading of ITIs to increase competition. MoUs have also been signed with IBM and NASSCOM to introduce new-age courses in preparation for Industry 4.0.

The scheme will be launched in 2200 Institutes of Higher Learning (colleges/universities/polytechnics), 300 schools, 500 ITI's and 50 Entrepreneurship Development Centres (EDCs).

  • The entrepreneurship education will be provided to interested students through Facilitated Blended Model, which is a combination of e-Learning and Class room teaching.
  • The course curriculum is based on experiential learning and emphasises on Learning by Doing.
  • E Cell is an essential component of the scheme, which will help students develop their entrepreneurial capabilities by virtue of exposing them to the real-life situations.
  • Participating institutes and students will be provided handholding support through a network of 55 Regional/Nodal Hubs, spread across the country.

Intra-Ministerial Co-operation for a skilled India

MSDE has aligned with 18 out of 20 Line Ministries running individual skill development & entrepreneurship initiatives. It aims to create opportunities of employment by partnering national mission and projects like Ministry of Power's Saubhagya Scheme, which is aimed at scaling rural electrification. MSDE will support the project by creating a workforce of 55,000 skilled technicians. Similarly, under 'Urja Ganga Gas Pipeline Project' of MoPNG, over 40,000 youth will be trained over the next 10 years to support the growing petroleum and natural gas sector.

Promoting Apprenticeship Opportunities

MSDE has also increased the scope of apprenticeship beyond manufacturing, by making it available in short-term training and service-based trades, under its National Apprenticeship Promotion Scheme (NAPS). More than 3.95 lakh apprentices have been trained under NAPS and more than 48000 companies have registered themselves under the scheme. The Technical Intern Training Program, an initiative with Japan, is a testimony to the success of our apprenticeship programmes. Under the TITP, the first batch of 15 interns from rural Tamil Nadu are currently undergoing training in Japan. This number is expected to increase significantly by 2020.

Supporting the marginalised

In the past eight months, MSDE has imparted skills training through short-term special projects, including a training project for commercial sex workers in Delhi, working with Delhi Police to skill juvenile clusters and in supporting Delhi Police's Yuva project, and promoting traditional artisans through Skill cum Common Facility Centre in Odisha to promote local filigree artisans.
